A few days ago, the portal kauno.diena.lt wrote that applications had been received from three candidates in the contest for the head of the Lithuanian zoo, although the Ministry of Environmental Protection had released information that no candidates had been submitted. Representatives of the ministry recognized their mistakes today.

Announced that no applications had been received, although three were received

The Ministry of the Environment announced last Friday that the contest had not been held because no candidate had received an application until July 30. However, the portal kauno.diena.lt learned that three applications had been received in the last days of the competition.

“I don’t know where that information came from that there were no people who wanted to lead,” a Kaunas resident was surprised when contacting the portal kauno.diena.lt.

The documents of those who wish to participate in the contest were accepted until July 30. The man, who was unwilling to reveal his name publicly, sent evidence to reporters that he had completed the application and submitted it on July 29.

“You meet the requirements,” says the system. The application has been registered and has been assigned a number.

And he is not the only one who has expressed his desire to run a zoo.

“I submitted the application,” confirmed Benas Arūnas Noreikis, acting director of the garden, to the portal kauno.diena.lt. The garden manager also told the applicant. biologist Kęstutis Radziulis.

Mr. Noreikis said that the application was probably late, so it was not accepted either.

“I was [išreiškęs norą kandidatuoti]”But he wanted more candidates,” he said Monday.

“I gave it at the last minute, but the contest was canceled. I received a notification that it was canceled. Have the competition re-announced, “said B.A.Noreikis.

We check: Did you withdraw your application or was your application valid? “It just came to our knowledge then. I presented at the last minute. It was said that I could present until July 30, I did it on the last day, but after 5 pm Maybe then it didn’t make me angry? I don’t know” the acting director hesitated.

K. Radziulis also assumed that his application had probably been rejected. I don’t recall receiving confirmation that it was accepted. When asked how he presented the request, he said that he did not send it directly to the Ministry of the Environment, which announced the tender, but through the general direction e. system.

Unlike B.A.Noreikis, he has yet to decide whether to try to apply again. “How to say … Let’s see what the requirements will be. The desire is to provide, but we will live and see,” said the chief. Biologist. He was reluctant to be open about his plans as a future leader.

Recognized an error

The Ministry, as recognized by its representatives, had distributed inaccurate information that no offers had been received in the tender.

“Once the details of the organization of the competition are clear, we will update the information immediately. I am sorry I did not provide the full facts last week. I hope that the re-announcement of the competition receives even more candidates, and after submitting the applications, they will do it again, “explained Justas Jaskonis, Advisor to the Minister of the Environment, to the SNB situation.

“The competition was suspended at the request of the ministry, expanding the fields of education to allow the participation of more candidates,” he added.

According to J. Jaskonis, the contest was suspended on July 31.

The contest was suspended the following day after the calls for participation.

Chancellor of the Environment Ministry, Arminas Mockevičius, says the decision to suspend the competition was made on July 28, when no one had submitted an application to participate in the competition.

“The information must be obtained through intermediaries, through the General Functions Center. (…) We have been informed that there is no candidate and that the contest has come to an end, so we have decided to suspend it. (.. .) Before the Minister signed the suspension order, we learned that there was still one candidate, but the decision had already been made to broaden the circle of possible candidates, so we did not interrupt the process, ”explained the Chancellor.

“You will not choose between a single person, there would be no transparency,” he added.

According to the Chancellor, not only one but three people presented the documents in the tender, it was discovered only after signing the order suspending the tender, the day after the deadline for submission of documents.

“I heard from about three people when the order was placed. Because we as a ministry cannot join the system ourselves, because there is a General Function Center, it is not clear where the information did not go, ”said A. Mockevičius.

He said he regretted that inaccurate information had been reported earlier.

“We have to take responsibility for the fact that the message was not entirely appropriate,” the foreign minister said.

Among other things, the day before the decision to suspend the contest, a repeated invitation was issued to the candidates on the website of the Ministry of the Environment. A. Mockevičius says this happened because it was decided to inform the public about the ongoing competition before the decision was made to suspend the competition.

Bidders will be notified personally.

After adjusting the contest requirements, it will be possible, among other things, for applicants with a group of agricultural sciences or a field of law (master) to participate. They will be personally informed about the new contest by the participants of the previous contest.

“I will ask you to send an offer to participate in the competition for the second time,” said A. Mockevičius.

According to the chancellor, the situation may deter potential leaders of the Lithuanian zoo, but he said he thought it would be better to have a competition in which more candidates could participate.

In announcing the contest in mid-July, the ministry said it was looking for a person with a university degree in biology, ecology, environmental science, civil engineering, environmental engineering, veterinary medicine, or business administration and administration (master’s) and at least 3 years of experience. managerial.

The competition was suspended at the request of the ministry, expanding the fields of education to allow the participation of more candidates.

After adjusting the procedure, those candidates who have an agricultural science group or a law degree (master’s degree) will now be able to enter the contest. Also, instead of education in the field of business management and administration, three separate possible fields of education have been entered: administration, business, or public administration.

According to the ministry, the Civil Service Department is currently awaiting an updated tender.

According to the Ministry of the Environment, the new manager is expected to have the ingenuity, management skills and determination to successfully implement the major changes awaiting the Lithuanian zoo. An EU-funded infrastructure improvement project launched last year is already gathering momentum, according to the ministry. The value of this project is 18.3 million. euros.

The zoo has not had a permanent administrator since October last year, when Aurimas Didžiokas, who had been in charge of it for six years, was fired from this position.

He lost the confidence of the minister due to the delayed reconstruction of the zoo.
