In order for these forces to be able to operate and train with the Lithuanian Armed Forces, we must ensure the rapid and efficient development of our infrastructure projects ”, assured the President’s Counselor.
According to D. Kuliešius, a greater number of cyber attacks are visible. According to him, compared to last year, the number of such attacks increased by 25 percent. According to him, a Cyber Security Center is not enough, so cyber security must be in the mind of the person in charge of each institution.
“There must be security, networks, infrastructure, specialists, adequate training, certified and modern. These things must be done. Unfortunately, as we see recent examples with the National Center for Public Health, not enough attention has been paid, ”said D. Kuliešius.
The Minister of National Defense A. Anušauskas emphasized that when it comes to ensuring cyber security, it is not only the responsibility of the Ministry of National Defense what is meant.
“It is the responsibility of the heads of civil institutions themselves to assess these threats and take the necessary measures in a timely manner. This is common. Not only state institutions, but also private companies”, A. Anušauskas is convinced.
Speaking of the incident that occurred at the NVSC, when the activities of the center were interrupted, A. Anušauskas stated that it is the responsibility of the director and employee of each institution to follow the recommendations of the Center for Cyber Security. According to the minister, it is important that these recommendations are implemented before the incident occurs.
Cyber attacks are on the rise during a pandemic
In the face of the coronavirus pandemic, as many activities moved into cyberspace, experts warned that cyber attacks had intensified significantly and the number of incidents had increased.
One of the biggest cyber-information attacks in recent years took place in early December, on the eve of a change of government. During the event, 22 websites of state institutions were connected. The malicious people uploaded three different fake news stories to them.
Late last year, the NVSC was also attacked, at which point the center’s email activities were disrupted. The center staff received emails with infected zip attachments and opened them.
The Ministry of National Defense points out that such false letters sent by the NVSC were received by the Government, representatives of ministries, as well as people with whom the NVSC specialists interacted during the epidemiological diagnosis.
The malware was encrypted and password-protected, so it was not detected by antivirus systems, and users had the impression, among other things, that the messages were part of correspondence with colleagues, that is, fragments of correspondence were used previous real.
The Cyber Security Center recommends that all email system administrators refine their security policies and filters to detect the Emotet virus.
