However, the family has concerns: the daughter needs certain procedures due to the developmental delay. When they learned that their brother would not be able to attend kindergarten in the summer, they had to postpone these procedures until the fall. And that adjusts Monika’s plans to go back to work.

Outraged bill
And the Panevėžys resident suffered the biggest shock when he received a bill for a kindergarten last week; Although the child is not admitted in the summer, he is still asked to pay a fee for the needs of the institution, which amounts to 11.50. euros. According to Monika, in previous summers, parents who decided not to marry their son for a whole month were exempt from this tax. And this year a paradoxical situation has arisen: the kindergarten door has slammed shut, but you still have to pay for it.
“During the quarantine, he argued that he could not be exempt from this tax because kindergartens work, only parents deliberately decided to take care of their children at home. Although everyone knows that it was “deliberately” due to pressure from kindergarten teachers and authorities not to marry the children. And where is the guarantee that another wave will not start when fall comes, which would mean that the children will be left without an education again? ”Monika asked rhetorically.
Funds for the future
Kazimieras Armonavičius, deputy director of the municipal administration of the city of Panevėžys, said that he partially understood the outrage of the parents, because they have to pay for the service they do not receive. Although the directors of many kindergartens offered the Municipality to waive the fee for the needs of the institution for the summer, after long discussions, it was decided to take money from those who cannot attend kindergarten.

In his opinion, parents should be interested in their children being educated in a meaningful environment. By paying a fee for the needs of the institution, they show a kind of solidarity and contribute to it.

The surprised need
K. Armonavičius admits that not all parents have the same opinion. Not only the Department of Education, but also the Municipal Administration have already received letters from outraged parents. There would have been many more, but the Municipality itself took steps to rectify the situation. If the Ministry of Education, Science and Sports did not approve the plan of the municipality of Panevėžys to transfer the small residents of Panevėžys to different kindergartens in the summer, it was decided that all preschool institutions would operate throughout the summer. In previous summers alone, kindergartens received half the usual funding, and this year only a quarter of the funding was allocated for their two months. It soon became clear that even the children of all the workers would not fit in with such funding.
“At the beginning, we decided to have fewer groups, but when we evaluated the certificates brought in by parents, it turned out that the need was much greater, we had to allocate funds to a greater number of groups. The number of groups had to be increased in almost all kindergartens, ”said K. Armonavičius.
More money, more opportunities
Jurgita Ožekauskienė, director of Draugystė, the city’s largest nursery school, said her institution offered the municipality not to charge a fee to parents of children who do not attend kindergarten. According to the principal, this could have been a kind of incentive for those who would not attend kindergarten during the summer. However, according to J. Ožekauskienė, parents kindly agree to pay a little more than eleven euros per month, even if the children are on vacation in the summer.
“All this money raised is spent in the educational environment. If the kids don’t attend in the summer, coming back later will still play the same games or climb on the same heaters. As for having to communicate with my parents, they are all very supportive of this tax. It is possible that there have been some resentments, but when it is well explained to whom this money is destined, the parents understand it ”, affirmed the head of the institution.
