“Vakaro žinios” presents which activities, according to the Government’s decision, will be available without the Opportunity Passport after September 13:
• Commerce of shops, markets whose main activity is food, veterinary, animal feed, sale of pharmacies, optical items and orthopedic technical devices, plants, seeds, fertilizers with independent entrance from the field, whose commercial area does not exceed 1,500 square meters. m, or located in a commercial center with a total commercial area that does not exceed 1,500 square meters. meter;
• Distance selling (online or by other means of communication) and when the goods are delivered to natural and legal persons or returned at collection points (collection points prohibit trade or other non-distance selling activities);
• Request minor repair services, when the contact between the recipient of the service and the service provider does not last more than 15 minutes;
• Funeral and funeral services; visit museum exhibitions and exhibits;
• Library services (for collection and return of books) and collection of books;
• Personal health care services (in accordance with the requirements established by the Minister of Health);
• Social services; psychological assistance and psychotherapy services;
• Visits by terminally ill patients, children under 14 years of age and pregnant women in personal health institutions or residents of care institutions;
• Veterinary services;
• Local passenger transport services (urban and suburban);
• Paid passenger passenger car transportation and passenger car taxi services;
• Provision of legal services (notaries, bailiffs, mandatory mediation, attorneys providing legal services under an attorney-client agreement and attorneys providing secondary legal assistance) and court activities;
• Activities related to the protection of the rights of the child;
• Services provided by institutions, establishments and state and municipal companies, which due to their particularities cannot be provided remotely (the list of services is approved by the owner of the institution, body or company);
• Comprehensive services for the family according to the Comprehensive Family Service 2016-2023 approved by the Ministry of Social Security and Labor. action plan;
• Provision of people with means of technical assistance in the Technical Assistance Center for the Disabled and in the municipal institutions to which this function is assigned;
• Provision of personal assistance to people with disabilities, when such need is determined by social workers appointed by the municipalities;
• Assistance to those who have experienced domestic violence;
• Assistance to victims of trafficking;
• Activities related to the reception of illegal immigrants;
• Services provided in open spaces, commercial and economic, commercial and non-commercial cultural activities, entertainment, sporting events, celebrations, fairs, festivals or other organized gatherings of people in a public place for a limited period of time, with a maximum of 500 participating people;
• Financial services for the payment and delivery of pensions or other social benefits;
• Preschool, preschool, primary, basic, secondary education, initial vocational training, non-formal education for children and educational assistance.
Administrative liability is provided for non-compliance with the requirements established in the Operations Manual, with a fine ranging from € 1,500 to € 6,000. The activities with the Opportunity Passport will not be subject to masks, distances, flow control measures, only the following recommendations remain. In addition to the Opportunity Passport, these measures are mandatory.
Fortunately, the government has at least refused to provide only essential medical care to people without immunity plans or a negative COVID-19 test, banning the use of public transportation.
“The administrative possibilities of public transport have been valued and here we are talking about urban and suburban public transport, we are not talking about additional transport, where there are all the possibilities of consulting a person’s ticket and an Opportunity Passport. However, in urban transport, especially during rush hours, it would be quite difficult to implement such a requirement, “explained Prime Minister Ingrida Šimonytė.
According to her, the restrictions are primarily aimed at reducing the burden on hospitals.
“The decisions stipulate that many contact activities, as well as beauty services, services of various sports clubs or cinemas, catering services, visits to large supermarkets, would be possible if a person could prove that they are sick or vaccinated,” he said. I.Šimonytė.
According to the Prime Minister, the objective will be to go through the planned restrictions in stages. Starting Monday, the Ministry of Health will tighten the requirements for companies to prevent the spread of the COVID-19 infection (there will be more requirements for flow management, surfaces, hygiene, masks, etc.), but companies will be able to choose to start providing services only to holders of Opportunity Passports. They would then be subject to more lenient conditions.
I. Šimonytė emphasized that the most important indicator, which will determine how long the Passport of Opportunity will take, is the vaccination rate.
“I will not hide that one of the Government’s milestones is also the vaccination rate. If they remain high in the coming weeks, at least the ones we saw last week, it is possible that the situation stabilizes and the Government can annul or modify the decision, “said I. Šimonytė, adding that the objective is to reach the number of vaccinated people in Lithuania 70 to 80 percent
The restrictions will not apply to people who have been vaccinated with a full vaccination schedule and have acquired immunity, who have been diagnosed with coronavirus when confirmed by PCR, antigen tests or a serological antibody test, have had a test negative PCR in the last 48 hours and under 16 years. The passport of the opportunity would also be obtained by those who have been vaccinated in the complete scheme, but with different vaccines. You will have to pay for testing when you want to get a passport of opportunity, unless the person cannot be vaccinated for medical reasons. The Opportunity Passport must be renewed every two months. Previously, this had to be done weekly.
