According to APVA representative Austėja Jonaitytė, the agency is currently evaluating 14 payment requests. In three apartment buildings, the projects have already been fully implemented: the gas cylinders have been abandoned and compensation has been paid to the apartment owners.

According to her, whether the compensation will be sufficient depends on the choice of contractors for the works or the desired price of the stove.

Those who do not refuse gas cylinders will have to empty their pockets

For those residents who, before the established deadline, November 30 of next year. – LPG cylinders will not change and financing requests will not be submitted, gas equipment will need to be replaced at your own expense.

In the event that the use of LPG cylinder equipment is maliciously prevented in apartment buildings with gas stoves, administrative penalties will be imposed for the installation of electrical appliances in contravention of the requirements established by law. Liability will be applied by virtue of articles 323 and 325 of the Code of Administrative Offenses (ANC).

A person who violates article 323 of the ANK receives a warning or a fine of 14 to 30 euros. Violations of article 325 are subject to a warning or a fine of between 60 and 140 euros.

However, the aforementioned sanctions will be applied only in exceptional cases, said A. Jonaitytė. First, an attempt will be made to speak to residents who do not want to give up gas cylinders.

Employees of the State Energy Regulatory Council (VERT) will participate in meetings with residents of apartment buildings, who will continue to use LPG cylinders in violation of the legislation. VERT specialists will seek to explain the dangers posed by gas cylinders to both apartment owners and close neighbors.

Nine regions showed no interest in gas cylinder replacement compensation: Birštonas, Biržai, Neringa, Pagėgiai, Visaginas, Palanga city, Širvintos district, Švenčionys district, Utena district. municipalities.

First, there may not have been a majority of the apartment population voting to replace cylinders with another form of energy. Changes to the gas system in an apartment building must be approved by more than 70%. apartments.

Second, in some cases, the apartment building representatives apparently lacked the initiative to address this problem.

Third, the funding offered by the state is often insufficient to change the bedroom system.

“Compared to a normal apartment building, more work has to be done in the bedroom to organize the internal engineering systems,” said A. Jonaitytė.

Gas cylinders endanger everyone

“Currently it is illegal to use gas cylinders in apartment buildings, it is prohibited by law, but a large part of the population still uses them,” said A. Žilinaitė, representative of ENMIN.

According to her, the use of such balloons in apartment buildings is extremely dangerous: residents who use them are not only ignorant of legal and safety requirements, but also pose a risk to their own health and safety.

To help the population, in 2019, the Ministry of Energy approved an action plan aimed at abandoning unsafe LPG cylinders in apartment buildings by the end of 2022.

“The aim is to abandon the gas cylinders in all the apartments, because if they are abandoned in only some apartments, the gas cylinders in the remaining apartments would continue to pose a threat to all residents of the house,” commented A. Žilinaitė on tv3 . .lt portal.

Furthermore, the infrastructure of the entire staircase is managed during replacement works, making it difficult to carry out contract work on individual apartments.

“For this reason, we strongly urge the neighbors to make a unanimous decision to abandon the gas cylinders and thus protect themselves and their neighbors,” said an ENMIN representative.
