As of Monday, the isolation of Sweden, Norway, Bulgaria, Georgia, Canada, Tunisia and the Faroe Islands will be required, where the incidence of coronavirus infection (COVID-19) in these areas in the last 14 days has exceeded 25 cases for every 100,000. population threshold.
It is important to note that the regulated hours in which foreigners and Lithuanian citizens living or working abroad must inform the National Public Health Center (NVSC) about the expected date and time of departure before leaving Lithuania before the end of the isolation period; they must do so no later than 24 hours before departure. The innovation will take effect from tomorrow.
The list of exceptions to isolation has also been updated by ministerial order. It has been clarified that it will not apply to Lithuanian citizens who have returned from Belarus, teachers who provide Lithuanian education in schools in Belarus. There is also no isolation requirement for officials of the State Border Guard Service participating in international operations coordinated by FRONTEX in the EU and in third countries.
There are also changes in the Baltic space. Although Estonia has a fixed morbidity rate of 25.4, Estonia is not included in the list of affected countries due to the 10% adjustment rate. flexibility. Consequently, those arriving from Estonia do not need isolation.
The situation with Latvia is changing: after coming to Latvia starting next week, Lithuanians will be subject to 10 days of isolation, with the exception of the default.
Therefore, 10 days of isolation does not apply to those who cross the border from Latvia on a daily basis:
• in business matters, when the border crossing is necessary for the performance of a job or functions and the person has documents proving the employment relationship;
• to receive child care or formal preschool education services (document issued by the service provider or educational institution is required)
• Attend formal education institutions (basic, secondary or higher education), curricula in the field of arts and culture (a document issued by the educational institution is required)
• for people who accompany a minor or an adult with special needs to the educational establishments mentioned above (a document issued by the service provider or educational establishment is required)
Furthermore, 10 days of isolation does not apply to those who cross the border with Latvia in the following cases:
• for persons transiting the territory of Latvia, including arrival by transport or departure of a passenger arriving at Latvian airports, ports and stations from abroad (it is recommended to have a copy of the travel ticket for transit through Latvia).
• People who come to care for loved ones or to organize or attend a funeral
• people coming to Latvia for health care services (therapy and diagnosis) (a document is required to prove this).

It should be noted that returnees or arrivals from countries included in the list of countries affected by coronavirus or who travel through affected countries are considered exposed persons. Isolation is mandatory for them. However, isolation is not required if people fly through the affected country without leaving the airport transit area.
In addition, all travelers returning to or arriving in Lithuania on scheduled, special or charter flights by air, sea or land must register with the NVSC electronically starting Tuesday, September 15. This means that before boarding a plane, ferry, bus or train, a person will have to fill out a form on the NVSC website and present the confirmation received, the so-called QR code, at the time of boarding the vehicle.
In cases where a person has traveled independently by land, they must register with the NVSC electronically no later than 12 hours after their return or arrival in Lithuania.
All foreigners arriving from the affected countries must not have before 72 hours. a coronavirus test carried out during the period prior to arrival in Lithuania and a negative response received, except for the exceptions provided in the decision of the COO. A negative test result does not exempt the obligation to isolate for 14 days.
For Lithuanian citizens and people legally residing in Lithuania, such a study is not mandatory when returning or arriving in Lithuania, but 14 days of isolation is still mandatory.
Both Lithuanian and foreign nationals have the opportunity to shorten the isolation time by taking a coronavirus test no earlier than 8 days of isolation. If a negative result is obtained, the isolation time for them can be shortened to 10 days.
