The land in an excellent strategic location will be converted into a block of private houses next year. Streets will be built on it, forming more than fifty parcels in two stages. That will be available to everyone at the auction. This idea was presented to Rokiškio Sirenai by the district mayor Ramūnas Godeliauskas.

It says openly: this is a concrete measure of the municipality to invite young families to the city. The mayor hinted that the owners of the old city garages on Pandėlio Street should also think about where to put their property – the garages are located on state land. And in a few years, this set of abandoned buildings will likely become a recreation area for Rokiškės.

Nobody needs space

During the Soviet era, this area of ​​land was Rokiškė kindergartens and pastures. The whole area was divided into plots in which the inhabitants of the surrounding streets and the neighborhood practiced gardening. However, the days when cows and horses grazed in the middle of town and women starved for every approaching furrow are long gone. Parcels of land cultivated over a large area can now be counted on the fingers of one hand.

Everything else: bushes and hayless meadows. Managing this area is necessary not only for the aesthetic image, which, of course, does not adorn the city. This year’s big fire was also a serious sign, as the flames from the garages reached the bypass entrances in a good half hour. But also because the city needs land for returning young families. So, as the district mayor says, the idea of ​​caring for this area has matured for a long time.

Basically a new thing

Under current legislation, parcels can only be sold if notices are carried alongside them. As the mayor of the district R. Godeliauskas said, both in our district and in others the practice of doing it at the lowest cost was valid until now. But the stingy pays twice. Here is the access to the plot. This was solved in the simplest way: take and build a gravel road.

And we will begin to form the neighborhood in a different way in principle: first we will build the communications: electricity outlets, aqueduct and sewer networks, paving the street, access to the plots, installing public lighting.

And only then will we offer plots to the settlers, ”said the mayor. And why was it bad to just build a gravel road – cheaper and faster after all? “Maybe faster, but definitely not cheaper,” says the mayor. Why? Because building a gravel road costs money. And when building asphalt, do you need to re-prepare the project, dig the entire base of the gravel driveway, and put a new one in its place? So what is cheaper here?

“Our aim is to form parcels in accordance with European practice, when parcels are sold with fully built infrastructure,” emphasized the mayor. He made no secret of the fact that such a practice would spread discontent among residents of other settler neighborhoods that have developed in recent years. Because they were only offered a gravel road during creation, and they had to take care of everything else themselves.

“I understand that this may seem a bit unfair to you, but from now on we draw a line, we need to form the plots correctly,” emphasized the interlocutor. He stressed that that quarter had not yet been offered in any of the surrounding areas.

The objective is to solve the problem of housing for young families

Why is a new neighborhood forming? The mayor is open: the area lacks attractive housing for young families. He kept no secrets: old skyscrapers are hardly attractive to young people. There is nothing to expect from new, modern multi-story buildings: construction costs (except for the price of the plot) are the same as in large cities, so almost no real estate developer would start to build an apartment building in Rokiškis.

And families, according to municipal data, prefer to build their own houses according to their needs and wishes. So why not get closer to them? Especially since the existing area is attractive both for the exceptional scenery and for the very attractive and convenient location: right here in the city center, convenient exit by a ring road.

Two stages

This area will be formed in two stages. In the first stage, 32 plots with an average area of ​​10.5 a. And the training work, according to the mayor, will begin in the near future. The cadastral measurements have been ordered, a design competition will be announced. Construction works for roads and communications are planned for next year. And already next year, the first 32 plots are expected to be offered to buyers at auction.

The mayor is not hiding: preparing the plots so quickly is a great challenge for the specialists of the Department of Architecture and Protection of Heritage and the Construction and Development of Infrastructures of the municipality. However, they are expected to face that challenge.

After the sale of the first parcels, the formation of the remaining parcels will continue with the funds received, and 28 of them are planned. When asked whether any public service objects are planned in the quarter, such as kindergarten, school, mayor is open, there is no need for that. Also, it is quite close to existing educational institutions.

And it will be the turn of the garages

When forming a neighborhood, it is necessary to provide green and recreational spaces. One of them will be along Topolių street; the pond here will be preserved, leaving space for green spaces on the street. A larger recreation area is planned along the Laukupė stream. As the mayor said, this trend is a continuation of existing projects.

He stressed that this sends a signal to the owners of the garage on Pand callelio Street. They must plan how to move their buildings in the near future. Because sooner or later this area of ​​state lands will definitely be overcome: roads, vegetation will be installed. “The earth is state.

The territory is abandoned, the buildings are not safe, many of them are not used. So, the owners must think that sooner or later we will ask them to take them out, ”said the mayor.

Who will buy the plots?

As already mentioned, the plots for the new quarter will be sold at auction. Who will be your buyers? Anyone who wants. R. Godeliauskas hopes that they will be acquired by settlers who intend to elect our district. These are Rokiškės returning from big cities and abroad, young specialists are invited.

Having presented the idea of ​​a new neighborhood at the Business Club, the mayor hopes that perhaps some businesses in the district will be interested in these parcels.

By acquiring them, whether developing real estate projects themselves, or helping their employees buy land and build houses themselves, they, according to the mayor, have great opportunities to attract specialists to our district.
