Over three days this weekend, 98 new cases of COVID-19 were detected in Šiauliai County.

Simona Abromavičienė, advisor to the Šiauliai Department of the National Center for Public Health, who is acting temporarily as manager, announced at a press conference that last week the highest number of cases was recorded in Šiauliai – 40 and Radviliškis – 63.

In Šiauliai, two imported cases from Germany and the US were detected, 6 patients do not know where they were infected, 32 – related to chimneys at the Interscalit company, Tau shopping center, family celebrations, due to the arrival of sick people to work. Three children fell ill: from the kindergarten “Three Dwarfs”, “Bitė” and a student from the gymnasium J. Janonis. The circumstances of the gymnast’s infection are unknown.

S. Abromavičienė reported that yesterday 61 cases were related to Radviliškis Hospital: 26 employees, 35 patients and 2 relatives became ill.

According to the NVSC representative, the largest outbreaks in Šiauliai are Interscalit (31 employees and 19 secondary cases), in the Tau shopping center (4 employees and 12 secondary cases) and Comco company (8 employees and one secondary case). According to the specialist, these chimneys are controlled.

According to data from the Registry Center yesterday, the indicator of 100,000 cases of COVID-19 detected in Lithuania in two weeks reached 25.6. Meanwhile, in Radviliškis it reaches 180, and in Šiauliai – 77.8 cases.

Investigations are still being carried out at Radviliškis Hospital, the final results of the approach are not yet known, unscheduled inspections have been carried out, and the epidemiological investigation continues.

According to the acting manager, the outbreak of the infection in this medical institution is related to violations of infection control, uncontrolled flow, with feverish people who visited this institution.

S. Abromavičienė explained that on Saturday in Radviliškis a meeting of the Commission for Emergency Situations was started, where the proposals of specialists were considered and decisions were made: the education of students from 5th to 12th grade only remotely , the encouragement of people without serious reasons not to go to the Radviliškis district to a house in Radviliškis. Infection control has been strengthened in health centers. Public events in the district have already been banned, non-formal education has been discontinued.

Be careful that the virus does not restrict life

Viktorija Palčiauskienė, head of the Health Department of the municipal administration, addressed the residents of Šiauliai together and on behalf of the mayor of the city, asking for awareness.

It was emphasized that when a family member is in self-isolation, family members in contact should inform their employers of the situation. Knowing the information, the employer could make the right decisions. Educational institutions must also be informed and children must have the opportunity to learn at a distance.

“Faced with such a situation, we must slow down the pace of our life, not get together, not go unnecessarily to shopping centers, not visit loved ones, plan our activities. We must go out without bans, swarm, understand each other and slow down the pace of life so that the virus does not attack us at all. It will circulate in society, but let’s not give it to restrict our life completely, “said V. Palčiauskienė.

The head of the department called for responsible behavior not only in the institutions, but also in planning his free time: planning a trip to the supermarket once a week and only for one family member. It was suggested to take care of the elderly so that they do not have to visit the supermarkets.

Parents admitting children to educational institutions are concerned about the lack of information on what to do if a child attends an educational institution that has COVID-19.

V. Palčiauskienė explained that when a child is diagnosed with a coronavirus in the class, the whole class is isolated. However, the child may have had a “fight” but did not go to school for a week and a half. According to the head of the Health Department, each situation is evaluated differently.

If it is known that the mother or father of the child has been confirmed to have coronavirus and the child has attended an educational institution, it is isolated and the parents of other children are informed of such a case. Other children are asked to be remotely raised at home for 2-3 days until those children are tested. If the answers are negative, the class can return to normal work, and if it is positive, another self-isolation scheme will be activated.

“We cannot prohibit parents from taking their children to educational institutions as long as there is ‘contact contact – low risk’, but we ask parents to find that opportunity to abstain from public life for at least two or three days.” asked V. Palčiauskienė.

Flows must be managed in all educational institutions. It is necessary to know who is in contact with whom, when some class is eating in the dining room or similar. When an infection is detected, a lot of work is done to find out if there have been similar contacts with other classes and teachers.

The self-isolating Šiauliai population tripled

Antanas Bartulis, director of the municipal administration, noted that the center of responsibility is shifting from prohibitions and restrictions to people’s consciences. He emphasized that there were no plans to stop the economy in Lithuania, such as through quarantine, although the cost of such a decision is still unclear.

“We have focused on companies. More than 2000 Operations Manager decisions have been issued describing how companies should manage flows and the like. In the case of Interscalito, it showed that those instruments did not work. The infected workers shared the virus between them for about a week. The process was caught late. And Comco is controlled more quickly at an early stage, “commented A. Bartulis and promised that the Municipality would prepare clear recommendations for companies on how to prepare for shift work, manage flows, capturing feverish employees, and the like.

A. Bartulis noted that more than 50,000 employees go to work every day and need to be managed so that new outbreaks of infection do not spread.

The head of the administration reported that the number of people in self-isolation has tripled in the last week. If there were up to 200 of them during the quarantine or a week ago, more than 700 people are counted in self-isolation this Monday. The spread of the infection also depends on your behavior.

A. Bartulis announced that the Municipality had directed three crews instead of one to control self-isolation. Although the director admitted that he had not imposed fines in the past, people complied with the requirements, but the control is disciplined.

Starting this week, the Municipality is committed to providing face masks to all students of non-formal education institutions throughout the school year.

“I would like to say that Šiauliai is a safe city, but I cannot,” lamented A. Bartulis.

He recalled that a large part of the Municipal Administration has switched to permanent employment. This week we will see how many public events are planned for this year and the possibilities of not holding them. Will offer to cancel business events, will not issue permits. It is already clear that this year there will be no annual business achievement expo.

“We get a respite from the cultural life that has just passed the celebration of the city,” said the head of the administration.

Remigijus Mažeika, director of the Šiauliai Republican Hospital, reported that 4 patients were admitted to the Infectious Diseases Department over the weekend. The manager was glad that, after a few weeks of treatment, a 95-year-old patient who had been treated in the hospital for COVID-19 in combination with a daughter with a milder form of the same disease was released yesterday by the morning.

R. Mažeika admitted that he is monitoring the situation with anxiety and is preparing for an increased flow of patients. If more than 70 percent of the beds for COVID-19 patients are occupied, the hospital will stop scheduled assistance, something it would be very reluctant to do.

If 18 beds were occupied in the Infectious Diseases Department, the work of the hospital would be reorganized: the Tuberculosis and Lung Diseases Clinic would be adapted, and the patients treated there would be transferred to the Psychiatric Clinic. This would be an intermediate option to avoid the closure of the operating room.

The head of the hospital reported that specialists from this institution provide assistance to the Radviliškis Hospital, which has become the new focus of COVID-19. On Friday, two specialists from the hospital worked there to assess the status of all patients infected with the coronavirus. There COVID-19 is a mild or asymptomatic form, although there are many people with other diseases in the Nursing Unit. Radviliškis colleagues to advise on how to work with specialists in “combat”.

R. Mažeika explained that Radviliškis Hospital lacks laboratory specialists, so laboratory tests will be carried out at Šiauliai Hospital at night. Yesterday, there was talk of sending an X-ray laboratory technician with mobile equipment to Radviliškis due to the lack of such services.
