The vacationer thought he was doing a good job, but was still incomprehensible: Did he tell the trash in the forest not to collect any more?

Reader Ernest compared the actions of “Let’s Do It” to a beautiful one-day utopia, an advertisement that some politicians like to brag about. If a person decides to do a good job without waiting for any action, only on another day, there is a high probability that nobody appreciates his civic act, even complicating its performance.

“One day, riding a bicycle near the Zatyšiai quarry in the Jonava district, an old Swiss man, we saw a large pile of garbage and decided to do a good job: pick it up. When we returned to the farm in the woods, we found about ten more tires, we thought we would take them at the same time. We went to the municipality of Jonava district, asking if it would be enough for us to pick up the garbage and put it in bags conveniently near the road, and the company that manages it will only have to collect those bags. He did not agree, but gave instructions to request the Swiss elders for trash and Jonavos paslaugos UAB for tires.

There is a problem because we work with regular business hours, which are also used by Jonava Services. We called them hoping to leave the tires at the door, but the company employees were not impressed by the idea, ironically they accepted our desire to manage the forest, we said that no one would take that garbage, that there would only be a guard during the weekend. week, making it impossible to leave the tires near the fence. Ernest decided to act as a citizen.

The employees of the company were not impressed with this idea, they ironically accepted our desire to manage the forest.

He then contacted the old Swiss Algirdas Paplonskis, again, hoping that he would at least gladly accept the garbage collected in the forest; after all, the difficult part of nature conservation work has already been done. The old man agreed to take the trash, mentioning that he had been asked to do so, according to Ernest, but is otherwise against such things.

“The old man taught us that it is very expensive, it is not worth it, he said that it is our only campaign, because he will not accept more garbage.” He assured that forest management is the responsibility of forest owners, and if they do not, fines should be imposed.

Probably nobody told the old man that these forests are used not only by the owners, but also by ordinary people who go to collect mushrooms, walk, run, ride a bicycle. And that the same people want to dress up. At the end of the conversation, the old man thanked, emphasizing once again that he was against such actions. Thanks to the old man for at least allowing the garbage to be left on the fence of the Swiss workshop over the weekend.

When the idea came up to order at least a lot of trash, do a good job, we didn’t think we’d be accepted with fireworks as heroes, but we were expecting at least a sincere elemental thanks and the saying that you only manage the forest, you carry the trash , you accept everything you need. But we received furious rumors that it would no longer be the case that we engaged in nonsense. We feel like criminals, “Ernestas wondered.

He felt himself hitting the bureaucratic wall

According to Ernest Jonava, the Swiss old man is just one example. The complainant believes that this attitude also prevails in other parts of Lithuania. Ernest is angry that the government is happy to take pictures when he administers the environment through a large campaign, like “Let’s do it.” Then slogans sound, urging people to manage nature.

The company does not accept waste from natural persons in its production base.

“And when you really try to get along, you willingly hit the bureaucracy wall. I think your hands can’t lean over one or two. In this case, the trash in the forest won’t decrease any more, and we’ll collect the mushrooms by selling the piles of trash aside. Or maybe one day there will be an understanding that a lot of trash in the forest is not only the responsibility of the forest owner, but also the duty of every citizen who visits the forest, to make our nature beautiful and clean, as it deserves to be ”, Ernest expected.

When asked how he ended up with the tires collected, the author claimed that one of the colleagues who had helped collect them in the forest promised to apologize for the work and take him to Jonava’s services.

“He is angry that the institutions were not willing to cooperate at least a little more flexibly. The sites only accept 5 tires a year for free, and we also have something to remove from our cars, so we don’t want to pay to take the” property ” from someone else, Ernest said.

Cannot accept waste from individuals

UAB Jonavos paslaugos is a municipal waste collector and manager in the municipality of Jonava district. The main activities of the company in the waste management sector: collection of mixed municipal waste from waste collection containers and transportation to a waste management facility, collection of packaging waste from packaging waste containers and transportation to a waste treatment facility, specific waste collection when this type of waste is collected from the bypass road. During such diversion, tires, bulky household waste, construction and demolition waste, etc. are taken from the population. Domestic waste other than municipal mixed waste.

“Once classified, it is always possible to throw the waste found in the waste collection containers found in the public areas of the municipality. With regard to specific waste: in the municipality of the Jonava district, as, incidentally, in all of Lithuania, the same large-scale waste reception system for natural persons works, i. that is, a natural person can take large-sized waste, including tires, to a large-scale waste collection site operated by the Kaunas Region Waste Management Center free of charge.

According to our data, employees of the Jonava District Municipality Administration provided the complainant with the addresses and opening hours of the sites in Jonava. The “Jonava services” territory is not a large-scale waste reception site, the company cannot and cannot carry out the reception of waste from natural persons to its production base, as such activities are not planned in the company’s pollution permit, “explained the Head of Organization of the Jonava Waste Management System. Rasa Raicevičienė.

By evaluating the whole situation, he says, it is clear that people who want to do a good job have every opportunity to do it.

“The authorities to whom the person requested have provided information on where the collected waste can be taken for disposal. There could be another way to solve the problem: notify the municipality or the old man about the garbage that is seen in public space. After receiving the information, I believe that measures would be taken to solve the problem: the owner of the territory was found, the people who left the garbage were found, or the garbage disposal was simply organized, ”said R. Raicevičienė.

Remedied 15 contaminated sites

The Zatyšiai Quarry and Pond in the Jonava district, the Swiss Elder, is a popular place for tourists, and several garden communities of Kaunas city and district residents are located here. According to A. Paplonskis, the elder of the Swiss elders, all forests in this area are private and owned. There is no state forest in Zatysiai.

“Our elder’s employees go to Zatysiai every Monday and manage common areas: roads, bus stops, rest area. We collect about 30 cubic meters per year in this area alone. m of trash, throughout the elderly: more than 100 cubic feet m “, – 15 minutes said the old man.

During the past year, employees of the elderly in the municipalities of the Jonava district managed a total of 15 contaminated territories and collected more than 11 tons of automotive plastics by handling common areas and illegal garbage. The administration of the municipality of the Jonava district pays for the management of these territories and the disposal of waste.

Jonava district residents, according to Evaldas Utyra, the Jonava district municipality’s response to inquiries and the information officer, can deliver their own collected garbage free of charge to two large sites in the Jonava district. It is true that only classified waste is accepted at these sites.

“We always communicate with active garbage collectors and discuss the disposal of individually collected waste,” says Danguolė Keršienė, an ecologist from the municipality of Jonava district.

She is known for her civilian garbage collectors in the Swiss elder: the garbage they collected was repeatedly accepted by the removed elderly staff.

8 people were punished this year

As explained by specialists from the municipality of the Jonava district, poorly managed environmental cases in nature are recorded and violators are punished by officials from the Department of Environmental Protection. The Jonava Environmental Protection Inspectorate of this department operates in the Jonava district. Environmentalists who have recorded violations can assess the damage caused to nature and impose a fine on the offender.

“If there is no possibility of identifying the offender, for example, a person who has disposed of the garbage in the forest, it depends on the administrator of the territory: the forest owner, the municipality, the foresters or the services of the protected areas to managing waste or the environment, “explained E.Utra.

Specialists from the Jonava District Municipality Public Order Department can also impose fines on environmental polluters. Admittedly, these officers more frequently capture trash in an urban area where they patrol or use video cameras.

This year, 8 people have already been punished in Jonava for violating municipal waste management regulations, and another 22 administrative cases are ongoing due to the introduction of quarantine.

During 2019, 45 people were punished.
