Parliament’s work will begin with a solemn part in the historic Assembly Hall on March 11.
As established in the Statute of the Seimas, the first session of the Seimas of the period will be inaugurated by the elected member of the oldest Seimas. This honor will go to the 77-year-old member of the Seimas Antanas Vinkas, who will preside over the session until the president of the Seimas is elected. The youngest member of the Seimas, Marius Matijošaitis (28), will be entrusted with an equally important task: working in the first scrutiny group.
President Gitanas Nausėda and the Archbishop of Vilnius, Metropolitan Gintaras Grušas, will arrive to congratulate the elected 13th Seimas.
At the first session of the Seimas, Laura Matjošaitytė, President of the Central Election Commission (CEC), will announce the CEC’s decision on the final results of the Seimas elections and read the list of elected members of the Seimas. After that, the swearing-in ceremony of the Seimas members will begin.
The oath of office of the members of the Seimas will be taken by the president of the Constitutional Court, Dainius Žalimas.

How does the first session of the newly elected Seimas begin?
The Constitution stipulates that the newly elected Seimas must meet for the first session, which usually begins at 12 noon. In the Seimas, he invites the President of the Republic.
On the day of the session to the first session, the mandate of the Seimas members begins to be counted. From the beginning of this session, the term of the previously elected Seimas members will end.
Only a member of the Seimas chosen to be loyal to the Republic of Lithuania in the session of the Seimas will acquire all the rights of a representative of the Nation. A member of the Seimas must take the oath at the first session of the newly elected Seimas, but if he has a justifiable reason, he may do so later.

The president of the Constitutional Court reads the oath by placing his hand on the Constitution. After reading the oath, the Seimas member signs the nominal oath sheet. The text of the oath cannot be corrected or amended, but the deletion of the last sentence of the oath is allowed.
It is interesting that at the beginning of the work of the new parliament, the tradition of counting a century was maintained, to give the oldest elected member of the Seimas the honor of presiding over the first session of the Seimas.
After the solemn part of the ceremony, the elections of the President of the Seimas are organized in the session of the Seimas, after which their deputies are elected, the time is formed to form factions and the composition of the Board of the Seimas is approved and the Conference of Elders.
At the beginning of the first session, the parliament must decide on the candidacy of the Prime Minister by the President of the Republic, form the committees of the Seimas and approve its presidents and deputies, consider the Government program presented by the Prime Minister and prepare the work program for the fall session.
As ELTA has already announced, on November 10. completed his work four years ago, on November 14, the Seimas of the 2016-2020 period met for the first session.
After singing the anthem on Tuesday night, the parliamentarians left the plenary hall of the Seimas, where they participated in the legislative process for four years. The last session closed around 3:00 p.m. 30 minutes. After that, the Seimas members captured them in a general photo.
In his farewell speech, the president of Seimas Viktoras Pranckietis reviewed the work done and thanked his colleagues.
