Deer terrorize neighboring farms

V. Kučinskas, a member of the board of the private limited company Arvi ir ko, head of UAB Arvi kalakutai and honorary consul of Russia in Marijampolė, confirmed that his son had animals on his son’s property.

As we write on Wednesday, people living in the Ignalina district, by Lake Žeimenis, were very surprised when deer started running under their yards. Delphi I discovered that these are not animals that have reached the forest people. J. Kučinskas, a well-known entrepreneur in Lithuania, a sports dance dancer and a member of the television project evaluation commissions, has a lakeside plot with a fence for wild animals. However, the deer currently kept on it are at large.

The text published on Wednesday can be found here.

The plot managed by a businessman and a dancer is located in the Ignalina district, in the town of Senai Bajorai.

Examining the data from the Records Center, it can be seen that this is a large plot, the size of which is even 36.2994 ha.

It is also possible to find information in the extract from the Records Center that the parcel falls in the territory of the hydrographic reserve, it also contains forest land. If it is not about wild animals, the entrepreneur could not fence the forest, because according to the Forestry Law in force in Lithuania and the Forest Visitation Rules approved by the Minister of the Environment, forests, private and public, cannot be fenced. Anyone who wants can visit them. However, an exception applies when deciding to keep wild animals. The municipality has the right to restrict people’s access to the forest and to allow the fence of the private forest.

How Delphi Locals said the freedom of the businessman’s deer caused them a lot of trouble as they regularly visited their homes and walked bravely down the road.

After the text was published, other residents were contacted by journalists and provided even more information. A man who lives nearby said he suspected the deer may have been intentionally released.

“It is a strong suspicion that the deer have been free for several weeks, but no one is catching them.” The owner formally said they escaped, but I don’t think so. It seems to me that they could have been specifically targeted because for an entrepreneur they might be bored. I spoke to the naturalists. They said the deer are returning to the feeding site themselves. But in this case it is different. To my knowledge, they are intimidated by the compound and are not allowed to return. That those deer could recover very quickly. But now the situation is completely different: there are many problems for your freedom and for your neighbors, “he said with Delphi communicated with a local resident whose name is known to the editorial board.

He also said he knew that with no deer left in the compound, he had started a job. The land was said to have been plowed.

Not all animals are expected to recover

If this is true and if the owner is trying to retrieve the escaped animals, we asked the plot owner, J. Kučinskas. But this one replied Delphi will pass the questions on to the animal owner.

Coming soon with Delphi V. Kučinskas, the father of J. Kučinskas, a well-known businessman in Lithuania, contacted. It is true that he did not respond Delphi The question of whether the truth is what local people told journalists that deer are being scared off the premises.

V. Kučinskas did not answer the specific questions, only sent a general comment. “I am asking questions about the animals escaped in the Ignalina district. I, Vidmantas Kučinskas, am the owner of the animals. In agreement with my son Justas Kučinskas, I have been carrying out economic activities in part of the territory for more than 10 years. It belongs to him. I am raising a herd of wild animals on the premises, “said the businessman.

He admitted that he did not expect all the escaped animals to be returned to the compound. He also confirmed that part of the compound had been plowed.

“I confirm the fact that a few weeks ago, during the reconstruction of the aviary, a herd of up to fifty animals escaped from the enclosure and spread to the surrounding forests and meadows. We plow part of the site’s land and plant it with fast-growing grass. The newly fortified enclosure was left open for the animals to return, and we enlisted the help of local hunters to bring them to the enclosure and repel them from the surrounding fields. According to them, less than half of the animals left in the surrounding areas are still distracted. I hope that some of the returned animals will be closed and others will adapt to live in freedom and complement the wildlife resources of the Aukštaitija National Park, “said V. Kučinskas.

According to him, the animals are currently being monitored and part of his return is in charge of his authorized representative, the hunter.

Deer are captured in two villages.

On Thursday, the head of the Department of Environmental Protection Olga Vėbrienė Delphi provided more information compiled by officials.

According to her, on February 11, 2008, the Department of Environmental Protection of the Utena Region issued the permit to keep wild animals in captivity. The manager argued that the period of validity of said permits is not established and, therefore, is valid. The last time environmentalists inspected the fence was in 2018.

“Wild animals of species found naturally in the territory of the Republic of Lithuania that are kept in captivity, and the owner of which does not catch these animals within one month from the date of release, shall be considered wild animals state-owned living in nature. ” they will not be able to catch them, O. Vėbrienė explained.

In addition, it stated that the flight of animals was notified to the Utena Board by email on 04-05-2020. The leak took place on 03/05/2020.

“According to the report, 33 units of fallow deer and 24 units of deer escaped. By 2020-05-20, 8 daniels have been returned,” said O. Vėbrienė.

According to her, the Utena Wildlife Protection Inspectorate has received information about deer behaving strangely in the vicinity of the villages of Grikepeliai and Bajorai.

Lina Gaidžiūnaitė, a representative of the Environmental Protection Agency, also confirmed that wild animals could be kept in captivity. “In response to your request, according to available data, the Utena Regional Environmental Protection Department (Utena RAAD) operating at the time has issued these permits to hold wild animals captive in the Ignalina district, elder of Linkmenai, Senųjų Bajorų vs.: On December 29, 2009 a permit was issued to keep deer and red deer (20/4 units), on February 11, 2008 a permit was issued to keep deer and red deer (43/98 units ) “, – reported L. Gaidžiūnaitė.

However, locals mention a much larger number of animals than allowed in 2009. Perhaps more animals were kept in the compound than allowed?

The head of the Department of Environmental Protection O. V.brienė confirmed that, according to officials, 33 units of fallow deer and 24 units of red deer escaped from the compound.

The business empire is in trouble.

The plot, where the aviary is installed, belongs to the businessman and dancer J. Kučinskas. However, another detail is worth noting. The extract from the Records Center indicates the fact of the seizure of property. The plot was confiscated by the Vilius Regional Court in 2019. on October 25. Therefore, the owner has a limited right of disposal.

The following buildings are located on the large plot: 285 square meters. meter. residential house, garage, sauna, boat, farm, barn, cellar.

J. Kučinskas became the owner of the property in 2013 under a grant agreement. However, the Vilnius Regional Court is seizing the property.

It is important to note that the business empire created by V. Kučinskas in the past is currently facing certain difficulties.

In March this year, Verslo žinios wrote that Rietavo veterinarinė sanitarija, the only animal waste processing company in Lithuania managed indirectly by businessman V. Kučinskas, is asking the court to start a restructuring case.

BNS also wrote that recently dozens of lawsuits have been pending in the courts regarding non-compliance with the obligations of the Rietavas veterinary sanitarija, the debt with Sodra has increased to almost 24 thousand. Six seizures of property were registered.

BNS also recalls that in November of last year a restructuring case was filed against another company V. Kučinskas, one of the main companies of the Arvi Group for Arvi turkeys from Marijampolė, and the fertilizer producer Marijampolė Arvi fertis filed for bankruptcy in last may.

“It is necessary to suspend the urgent recovery of debts to protect the interests of creditors as a whole,” the company said in a statement. The Klaipeda Regional Court did not accept the statement on the lack of data: information on the company’s financial results, a specific list of creditors and obligations to them were missing. According to the court, the list of creditors provided is inaccurate, the same creditor has been included in the list several times, indicating different amounts of liabilities. The Lithuanian Court of Appeal referred the request for reorganization to the court of first instance.

In 2019, Vz.lt wrote that the fertilizer producer Marijampolė UAB Arvi fertis, controlled by V. Kučinskas, had filed for bankruptcy: the company’s past due obligations to creditors exceeded LTL 18 million. EUR, when assets amount to 5.3 million. EUR.
