The move highlighted concerns about Trump’s health just weeks before the presidential election.
Despite the timing of the proposal, Pelosi said it “has nothing to do with President Trump,” who has been treated for COVID-19 for the coronavirus infection last week and wants to resume his participation in election campaign events.
“He will appear before the electoral court,” said a senior Democratic congressman. “But it shows the need to create a process for future presidents.”
The bill presented by Mr. Pelosi provides for the establishment of a commission to determine the ability of the president to exercise his powers and carry out his functions.
The commission, which would represent the two main parties, would be made up of 16 members, including medical experts and former executive officials.
However, it is highly unlikely that such a law can be passed when Republicans control the Senate.
The possible commission would be in line with the process envisaged in the 25th Amendment to the United States Constitution, adopted in 1967, after the assassination of President John F. Kennedy.
Pelosi said such a mechanism would preserve “stability in the event of a serious physical or mental disorder for the president” and provide a basis for delegating authority to the vice president if necessary.
