Šarūnas Matijošaitis, Chairman of the Board of the Vičiūnai Group, acquired four parcels, which were vacated after the Kaunas Municipal Council reduced the territory of the Vičiūnai Wellfield, the LRT Research Division announces on Friday.
According to the LRT, last year the Kaunas Municipal Council decided to reduce the Vičiūnai wellfield, plots were formed on the territory of this Kaunas city and transferred to the National Land Service (NŽT) to restore property rights, and in January of this year, four plots with a total of 2.5 hectares were ordered by order of the director of the municipal administration.
In March, the parcel ownership rights were restored to an owner by NJT decision and on July 3. All these plots were acquired by Š. Matijošaitis with his wife. Thus, a member of the Kaunas Council and the son of the mayor Visvaldas Matijošaitis expanded their land in Vičiūnai to at least 6.7 ha. According to data from the LRT research department, from the person named Š. Matijošaitis has already purchased at least one parcel.
The Kaunas City Council twice voted on the amendment to the Vičiūnai Wellfield Special Plan, which provides for the reduction of the Wellfield Strict Protection Area: in 2018 and 2019. V. Matijošaitis and his other son Dainius Matijošaitis voted for this proposal both times. Š. Matijošaitis was elected to the council in the spring of 2019 and made no decision at the time.
Š. Matijošaitis did not respond to LRT’s questions, V. Matijošaitis also did not comment on the situation.
The Chief Ethics Commission (COEC) declared a year ago that V. Matijošaitis and D. Matijošaitis confused public and private interests when they voted in the City Council on the amendment of the special plans for the establishment of sanitary protection zones in the Vičiūnai well field. However, the COEC terminated the investigation in part with regard to the adjustment of the sanitary protection zones of the wellfield itself, without establishing sufficient reasons for this to affect Matijošaičiai’s property interests.
Kaunas regional prosecutors rejected the request of the former curator of the mayor of Kaunas, Andrius Kupčinskas, to initiate an investigation into the protection of the public interest, finding that the public interest had not been violated by reducing the sanitary protection zone of the Kaunas well Vičiūnai.
