“For my part, I appealed to the Ethics and Procedures Commission, asking them to examine this situation and say if the Statute of Seimas has been violated,” said the president of Seimas at a press conference.

He said that he did not want to anticipate the events, but that he believed that even some things could have been hurt.

“It is obvious that at least two things have happened here, if in fact a member of the Seimas went on a personal trip without listening to the Seimas Board, it is possible to violate him. 15 minutes).

Another thing is that now there is a pandemic, which shows a certain attitude towards the work of the Seimas and security, both ours and that of others, emphasized V.Čmilytė-Nielsen.

He also recalled that V.Ąžuolas was one of the politicians who most opposed teleworking, “but today we see that he is almost ready to join the meetings from the pool.”

Now there is a pandemic, showing a certain attitude both towards the work of the Seimas and towards the safety of both oneself and others.

15 minutes on Wednesday, he published a post about MP V. delžuolas’ trip to Egypt, which he attended without the permission of the Seimas Board during the spring session of the Seimas.

The politician missed the first plenary session of the spring session.

V.Ąžuolas stated that he went abroad urgently, for personal reasons, which he did not comment on.

He promised to return to Lithuania on Sunday.

From the minutes of the Board meetings available to the public it can be concluded that the Board of the Seimas did not give V.uožuolas permission to leave for Egypt.

Razma: a bad example of traveling during a pandemic

Conservative Jurgis Razma, a member of the Seimas Board and a conservative, said he would not give that permission.

“I don’t remember ever being there” 15 minutes he said.

According to the first vice president of the Seimas, the Ethics and Procedures Commission of the Seimas should explain whether V.Ąžuolas went to Egypt for justified reasons.

The Ethics and Procedures Commission, in line with the Common Ethics Policy, has the opportunity to review this situation.

“The Ethics and Procedures Commission, in accordance with the general points of political ethics, has the opportunity to examine the situation. It seems that those personal reasons are probably the simplest rest here.

I think that it is really not correct for a member of the Seimas to plan a rest period, knowing that on March 10, according to the Constitution, the session will actually begin. There is not an extraordinary session here, where a member of the Seimas could say that he did not foresee that it would be like this ”, commented J. Razma.

In addition, he noted that traveling during the COVID-19 pandemic is risky.

“Members of the Seimas should not give such examples. Each of these trips is not only a risk for you, but also a risk of bringing COVID-19 on your return, and perhaps even more complex mutations,” commented J.Razma .

V.Ąžuolas, who returned from Egypt due to the COVID-19 pandemic, will likely have to isolate himself for 10 days, unless he performs a molecular PCR test on his own.

If the test result is negative, the isolation time will be reduced to 7 days.

A. Bagdon: attitude goes beyond ethics

Andrius Bagdonas, vice president of the Ethics and Procedures Commission of the Seimas, criticized the behavior of V.Ąžuolas, who went abroad without the permission of the Seimas Board.

“The very approach to work, to the trust of the people, if there is plenary session and you go on vacation, it seems to me that it goes a little beyond ethics,” he commented.

“If the meetings take place during a session, they should not be missed and every effort should be made to attend.”

After the Seimas Ethics and Procedures Commission explained this case, in A. Bagdon’s opinion, it would be clearer to other Seimas members whether it is possible to travel without the permission of the Board or not.

Wait for the contact

Asked by V.Ąžuolas’s colleague in the “peasant” faction, the chairwoman of the Ethics and Procedures Commission Aušrinė Norkienė, if the commission would see a case to explain the circumstances of the politician’s trip, he replied that everything is decided by the Seimas. Council.

“We summarize, we check how the members of the Seimas participated in the sessions, meetings of commissions, committees and we present a report to the Board. We looked at whether the Seimas member had a justifiable reason or not. And then the whole process is decided by the board, “he commented.

Realizing that the Seimas ethics guards once explained the circumstances of MP Petras Gražulis’ trip to China, A. Norkienė made it clear that the commission would begin to examine the situation if it received an appeal.

“It just came to our knowledge then. They (Members of parliament – 15 minutes) send [kreipimąsi], asks for clarification. “We are a commission of procedures to clarify the situation,” he said.

When is it possible not to attend meetings?

According to the Statute of the Seimas, parliamentarians cannot participate in the plenary sessions of the Seimas, committees or commissions, but for an important and justifiable reason.

Such reasons are considered temporary incapacity for work of a member of the Seimas, business trip, permission to care for a child or other important circumstances, as well as non-participation in the sessions with the approval of the Seimas Board.

If a member of the Seimas does not notify that he will not participate in the session, or does not indicate the reasons for the non-attendance, the session will be considered to have been missed without a justified important reason.

Controversies about whether the reasons for the non-participation of a member of Seimas in the sessions are important and justified will be resolved by the Seimas Ethics and Procedures Committee.
