When violations are identified, the project is halted to develop a device to measure feelings and emotions, the so-called “sensitivity gauge.” It was planned to allocate 678 thousand LTL for the development of a device to measure the emotional state of a person and track long-term trends in emotions and feelings. The decision was made after the Lithuanian Business Support Agency (LVPA) conducted further investigation and found that the project did not meet the requirements, announced the Ministry of Economy and Innovation. So far no funds have been disbursed for the project.

“When spending state funds, we must first raise the criteria of transparency, impartiality and objectivity, so that there are no doubts about the convenience of one or the other project. After receiving the conclusions on the identified violations, we do not hesitate to support the decision to suspend this project, ”Minister Aušrinė Armonaitė said in the report.

The development of the so-called “feeler gauge” started in 2017 and the financing agreement with LVPA was signed in November 2019.

Subsequently, six participants submitted proposals for the development of this device, but its development raised doubts about transparency and convenience.

In April last year, the news portal 15min.lt and LNK announced that the Trakai District Municipality’s Pedagogical Psychological Service wanted to buy the device. He was looking for entrepreneurs or scientists to develop this device.

According to 15min.lt, the Ukmergė Education Support Service and the Agency for Science, Innovation and Technology also intended to participate in the project.

It has been announced that the device will evaluate and separate at least six emotions, which would be determined by measuring heart rate, skin heat, respiration, muscle dynamics, sound vibrations or biofields.

But psychologists have been critical of the project. According to them, the measurement of the biofield has not been fully investigated.
