According to the Ministry, the Prosecutor’s Office is requested to investigate whether the requirements of legal acts and the public interest have not been violated in the formation of the governing bodies of Colegio Alytus and its decision-making.
“We must ensure the protection of the public interest, get answers to questions that concern both the community and us. Therefore, we have decided to file a request with the Attorney General’s Office to investigate whether violations have been committed,” says Algirdas Monkevičius, Minister of Education.
The Ministry of Education, Science and Sports states that it recently received many complaints from the employees of Alytus College, the academic community and other state institutions regarding the extraordinary situation in this university, and the administration of this institution does not cooperate and does not provide answers. .
Complaints filed with the Ministry report an unfavorable environment for studies, research and work, the deteriorated quality of studies, non-compliance with the principles of academic ethics, lack of information on decisions made by governing bodies and laws that implement them, possible conflicts of interest between Danuta Remeikienė and others whose activities are related to Alytus College.
It is also alleged that the procedures for electing the president of the university council were carried out illegally, and the illegal operations council of Alytus College adopted decisions that affected all the activities of the state university, that the new elections for the university director were organized in a non-transparent way.
In 2018, the Alytus College Council elected D. Remeikienė for the post of director for the third term and, according to the Ministry, violated the Science and Studies Law.
The Ministry of Education, Science and Sports declares that it has submitted an application to the Alytus University Council many times, asking to revoke such an illegal decision, but if it did not, it was forced to go to court.
The court declared that the decision of the Alytus Chamber was illegal and invalid, but the Alytus College Council did not comply with the judicial decisions due to the temporary incapacity for work of D. Reimeikienė, and in May of this year, after dismissing D. Remeikien’s position as director of the university, was appointed to this position.
According to the Ministry, the audit of Alytus College in 2018 revealed many violations of the work of D. Remeikienė, and in 2019 the Chief Official Ethics Commission has recognized that D. Remeikienė, Director of Alytus College, used the duties for personal gain. and the institution’s financial resources for unofficial and such purposes violated the provisions on the coordination of public and private interests in the civil service.
“As the Alytus University Council does not cooperate with the Ministry of Education, Science and Sports, does not respond to requests from the Ministry to revoke illegal decisions, it has been decided to request the actions of the University Council and other circumstances from the Office of the Attorney General” said the ministry.
D. Remeikienė was first elected to the post in 2008, and in 2013 she was re-elected for the second term. She was then elected to this position for the third time in 2018.
The explanation presented to the court by the representatives of the university stated that the council had decided that D. Remeikienė should be designated for the second term in 2018, because in 2009 a new Law on Science and Studies was adopted, which repealed the legal acts previously valid.
The university itself was reorganized into a public institution in 2011, its statute was amended, thus declaring in court that the institution should not be considered the same higher education institution before and after the reorganization.
However, these arguments were not supported by either the Court of First Instance or the Court of Appeals, which last year rejected most of the panel’s appeal and ordered the termination of the contract with the head of the institution.
