The Minister of Finance will be assisted by four deputy ministers: R.Bilkštytė, V.Česnulevičiūtė, M.Liutvinskas and G.Norkūnas

“The wide range of competences of this team will undoubtedly contribute to the efficient and fluid work of the Ministry, the formation and implementation of financial policy,” said Finance Minister Gintarė Skaistė.

Gediminas Norkūnas will be responsible for the budget, state treasury and state asset management matters, and will be responsible for the management group of the public financial system.

Until now, G.Norkūnas has worked for a long time in the State Treasury Department of the Ministry of Finance, represented the Ministry in the Investment and Trade Guarantees Board and in the Supervisory Board of Lietuvos Energija (now Ignitis). Most recently, he worked for an international company with Lithuanian capital with financing of renewable energy projects and treasury management.

Vice Minister Rūta Bilkštytė will discuss tax policy, reporting, auditing, asset valuation and insolvency policy, as well as the Internal Audit and Control Methodology Group.

Until now, R. Bilkštytė has worked in the State Tax Inspectorate (STI) and founded and led the tax department for a long time in an international company. Recently, R. Bilkštytė has headed the Lithuanian Tax Advisers Association and has advised foreign investors, domestic companies and residents on tax matters.

Mindaugas Liutvinskas will be responsible for financial policy, the European Union (EU) and international relations.

Before assuming the post of Deputy Minister, M. Liutvinskas worked at the Bank of Lithuania as Head of the Economic Policy Analysis Division of the Department of International Relations and was responsible for EU affairs and international financial institutions. Before joining the Bank of Lithuania, M. Liutvinskas worked at the Seimas of the Republic of Lithuania, in the G.Landsbergis team.

Deputy Minister Vaida Česnulevičiūtė will oversee investment policy and financial market issues. Most recently, she worked as an advisor to the President of the Republic of Lithuania on economic and innovation issues.

After obtaining his law degree, V.Česnulevičiūtė has worked in the field of business, economics and finance for more than 10 years, both in Lithuania and in London, Brussels and Frankfurt. He worked at the Office of the Financial Mechanism in Brussels in the field of public investment and international support. Subsequently, the Bank of Lithuania worked on the implementation of a bank resolution system in Lithuania, aimed at preventing chaotic bank failures. Trained at the European Central Bank.

Advisers to Minister G.Skaistė will also start working in the Ministry of Finance: 2016-2020. Darius Sadeckas, Vice Minister of Finance, former Project Manager of one of the National Development Agencies (NEP), Fintech Gytis Žakevičius, Invest in Lithuania program consultant and project manager and PR building advisor Hermantė Brandišauskaitė, who worked with the Homeland Union of Lithuanian Seimas-Christian Democrats (TS-LKD) faction for five years.

Remigijus Skilandis, Chancellor of the Ministry of Finance, will begin work at the end of the inspection procedures provided for by law.
