A. Mechanicavičius, who legally evaluates the decisions of the municipality, did not lose sight of the fact that Remigijus Mažeika, recently removed from the post of director of the Republican Hospital Šiauliai, had been recruited to the position of head of the hospital. without competition.
Also, this guide is suspect in a corruption case. Like Antanas Martusevičius, a longtime former director of Plungė Hospital, Šiauliai residents have been suspected of possible bribery in the same pre-trial investigation.
A. Martusevičius, overwhelmed by suspicions, was dismissed by the mayor of Plungė Audrius Klišonis himself, who later hired a Šiauliai resident suspected of the same crime without competition.
It was decided not to announce the contest.
This circumstance did not prevent the mayor of Plungė from hiring R. Mažeikas, who was not even asked for a certificate of suitability for this position issued by the STT. Such a document is mandatory for the hiring of the head of any budget institution.
The requirement was circumvented by hiring R. Mažeikas as temporary manager.
At the same time, it was announced that the competition for a permanent manager will not be announced, as the future of the medical institution is unclear due to medical reform. After all, it is not clear whether this medical institution will provide the same or only the same patient reception and nursing services after the reform.
The politicians’ decision not to rush to announce the competition has opened the hands of the interim manager to actually work indefinitely.
Ordered to decide within 5 days
Government Representative A.Cechanavičius, who sent the presentation to Plungė Mayor A.Klišonis on Monday, said the document had been prepared for several days. Lawyers began investigating the situation a week ago when a notice of the mayor’s decision appeared.
The provision is based on established legal practice regarding interim and permanent manager status. Following the 2018 According to the decision of the Supreme Court of Lithuania, A.Cechanavičius stated that R.Mažeika, who became the acting director of the Plungė Hospital, had in fact become the sole director, to whom the requirements of the Corruption Prevention Law.
“The requirement of an impeccable reputation has not disappeared anywhere. If it is not written directly, it does not mean that there are any exceptions in this case, said a government spokesman. “Such tricks go beyond transparency standards, undermine trust in the state and authorities.”
A. Cechanavičius said that he had been given five days to decide: if the head of Plungė municipality did not obey, he would go to court.
The mayor was also supported by the opposition
The mayor of Plungė, A. Klišonis, assured that he had not yet seen the communication sent by the government representative: “We have appointed an interim manager more than once, we never need those certificates. This requirement is new and once we receive the document, we will discuss it with the attorneys. “
He said that R. Mažeikas was recommended to be invited to the managers by the doctor who now temporarily manages the hospital. In addition, the former head of the RŠL made a good deal when the pandemic began; he also provided assistance to the people of Plungė.
A. Klišonis managed to convince even the opposition representatives that they had not prepared the indictment against him. The latter agreed that the medical institution needed a new manager, especially since the former had assured him that he would not return to work due to his deteriorating health.
R.Mažeika, who applied for the position, said that he had set two conditions: mandatory approval from Council members and the hospital community.
Unfavorable conclusions were shaken
R.Mažeika was appointed director of RŠL in 2018 and replaced Petras Simavičius, a former director who lost his position after a corruption scandal. The latter has already been convicted in one case and mentions the threshold of the courts in another.
The reputation of R. Mažeika, considered almost an exemplary leader, fluctuated when the STT launched an investigation into possible corruption in public procurement. The Šiauliai suspect was removed from the group of experts that advised the President of Lithuania.
Eventually, the image was swayed when an RCL doctor who accused direct and indirect executives of mobbing committed suicide. Two commissions formed by the Minister of Health Arūnas Dulkis presented unfavorable conclusions for R. Mažeika.
It is alleged that the behavior of the hospital manager undermined the reputation of the institution and generated distrust of the staff and the public in the operation of the institution. In addition, it was observed that the hospital manager did not adequately control internal processes, did not ensure a non-discriminatory work environment, did not prevent the formation of an insecure psychosocial climate, and tolerated this situation.
Therefore, in mid-July, Minister A. Dulkys removed R. Mažeikas from his post.
Both are linked by an old acquaintance.
The journalist from “Lietuvos rytas” learned that the mayor of Plungė A.Klišonis and R.Mažeika have an old acquaintance. After all, a licensed pharmacy politician owns a commercial company, Inesa, which operates a family clinic in Plungė and a network of outpatient clinics in the district.
Meanwhile, R.Mažeika worked for a couple of decades, first as a director of Tauragė and then as a director of the Šiauliai Territorial Health Insurance Fund (ŠTLK). His responsibilities include signing contracts with medical institutions annually.
A. Klišonis did not deny that he had known R. Mažeikas for a long time, from the time the latter headed ŠTLK. The Inesa company, owned by the mayor of Plungė and run by the politician’s wife, still has a contract with her.
A. Klišonis did not want to name how much his company receives from the STC each year: “I am the owner, not the manager.”
It is publicly disclosed that Inesa has 76 employees and annual turnover in 2016-2020. amounted to up to 2 million euros.
