The investigation showed the links between Lithuanian business and politics: every third manager of a company is related to parties

An analysis published on Wednesday indicates that one in 10 heads of state companies (SOE) in four out of ten municipalities have such links.

According to TILS, party-affiliated leaders of these companies are declining: Last year, a total of at least three out of ten of them stood for election with some political force, and in 2017, four out of ten leaders had such links.

Most leaders are said to be Social Democrats, Conservatives, Liberals, “Peasants” and “Workers”.

The analysis was performed by evaluating data from the 100 largest municipalities and state companies in the country.

According to TILS chief Sergei Muravyov, the weaknesses of many of these companies are monitoring conflicts of interest and protecting whistleblowers, and in the EU context, Lithuania is looking worse and worse in terms of access to information on public sector companies.

“That is why I would like our Registration Center to open data on the so-called final beneficiaries,” Muravyov said in a statement.

The organization notes that last year, managers changed in every third-largest municipality and in every fifth state-owned company. After last year’s municipal elections, the heads of the 25 largest municipal companies changed, in four companies, even twice.

To date, the largest management change in municipal companies has taken place from 2015 to 2019: then, 107 managers changed in 59 of the 100 largest municipal companies. After the 2011 elections, 55 executives changed at 31 companies; Elections: 40 managers in 38 municipal companies.

The analysis indicates that there has been a six-fold decrease (37 to 6) in the number of executives holding these positions for more than 20 years compared to 20170.
