Saulius Čaplinskas, director of the Center for Communicable Diseases and AIDS (ULAC), was fired for failing to fulfill his duties, Health Minister Aurelijus Veryga said.

“He is fired due to a series of violations of labor discipline and failure to fulfill his duties,” said A. Veryga during an hour of government at Seimas on Thursday.

He denied that the removal of S. Čaplinskas could be related to his candidacy for Seimas on the list of the opposition Social Democratic Party.

“A commission was formed to evaluate, and some of those violations were committed long before he participated in the elections or indicated where and with which party he was running,” the minister said.

He reported that S. Čaplinskas is currently unable to work and that his return will be on the last day under ULAC.

Čaplinskas is being fired for serious misconduct without transferring the State Information System for Communicable Diseases and their Pathogens (ULSVIS) to another designated manager, the National Center for Public Health (NVSC).

Čaplinskas was obliged to transfer it under the established terms and in accordance with the established procedure.

S. Čaplinskas, by failing to transfer the state information system on communicable diseases and their causes, prevented the NVSC from adequately fulfilling its established responsibilities related to disease information management, outbreak investigation and provision of information to other Lithuanian institutions and European, says the ministry.

SAM announces that the current deputy director Kęstutis Krivickas will assume the temporary management of the institution and that the expiration date of S. Čaplinskas’ employment contract is postponed until the end of the temporary incapacity to work.
