Along with the draft budget, the government presented a list of projects for which no funding is proposed. The list included both famous cultural projects and customs posts.
They will no longer contribute to the Druskininkai Cultural Center
The government no longer intends to contribute to the new emerging Cultural Center in Druskininkai, which is worth 29 million euros. The municipality had planned to allocate 7.8 million LTL for this purpose. However, the largest contribution was expected from the State Investment Program: almost 19 million euros. euros. However, the project was not included in the program.
It also didn’t help that Prime Minister Saulius Skvernelis and Culture Minister Mindaugas Kvietkauskas participated in the Cultural Center’s capsule burial ceremony last year.

The Government’s explanatory memorandum indicates that the Ministry of Culture has already allocated the planned portion of the state budget funds to the project, and therefore proposes to complete the project with municipal funds.
The project is expected to be completed in 2021, when the Lithuanian World Games will be held in Druskininkai.
In case of conflict over Audio Money, it proposes not to assign
The conflict over the reconstruction of the Garso cinema in Panevėžys at the Stasys Eidrigevičius Arts Center appears to be costly: the government refuses to finance the project, although it promised otherwise. Panevėžys residents and public figures have repeatedly protested to preserve the cinema.

11 million The government has pledged almost 5 million euros for the project, but now it is questionable whether it will be allocated money from the state budget.
“Financing for the period 2021-2023 It is not foreseen from the state budget until the responsible institutions make decisions on the legality of the building permit, ensuring its implementation after Stasys Eidrigevičius refuses to give the name of the art center and deliver his works ”, says the explanatory note.
We remind you that part of the Panevėžys society opposed the reconstruction of “Garso” and called for the preservation of the cinema. For half a century, “Garsas” has been operating in a building of socialist modernism, and it is the only surviving cinema of this architectural and technological type in Lithuania.

The conflict between the municipality, the Art Center and society has grown to such an extent that in August of this year S. Eidrigevičius himself expressed his disagreement that the Art Center should be named after him.
He didn’t even ask for money for the memorial.
Nor will money be allocated for the unfinished monument of the Battle of the Sun in the district of Joniškis; the municipality did not even request it from the government.

“The Joniškis district municipality has not submitted an application for the 2021-2023 allocation. money. Therefore, the possibility of allocating funds to finance this project has not been considered, ”says the government document.
Constructor cards will not be
The Lithuanian Builders Association has long sought to introduce a builder ID in the country, which would be blessed by the state.
He has written about it 15 minutes. However, the state does not seem to intend to join this project, which has been criticized by various experts.
Therefore, the development and modernization of the builder identification information system of the State Labor Inspectorate will not be financed with state funds, the government document indicates.

The Ministry of Social Security and Labor has decided to exclude the project from the “Reduction of the underground economy” program and to terminate the project.
Until last year, the ministry had drafted the necessary legislation for the introduction of identification cards. It has been argued that such cards would be mandatory and would help combat the shadow job market.
The government also proposes not to allocate funds for the development of some medical institutions and the reconstruction of customs posts.
