The new provisions are legalized in the Descriptions of qualification requirements and the Competition Procedure approved by the Minister of Education, Science and Sports Algirdas Monkevičius. As before, applicants’ competencies are expected to be assessed in two stages: at the National Education Agency (NSA) and in the municipality in whose territory the school is located. The difference is that the candidate will be able to accumulate a total of 50 points during both stages. The results of the first stage would add to the second, the leader could become a leader with at least 31 points.
According to the previous procedure, the results of both evaluation phases were not cumulative. All NSA competencies were required to be evaluated at least to a sufficient level. If the candidate received a lower grade, he could not participate in the second stage in the municipality. Now the evaluation in the NSA and the municipality will be equivalent. Both stages of the evaluation, national and municipal, will be of equal importance, which will guarantee greater objectivity.
“One of the goals of the evaluation is to determine what help the new school principal will need in the future, and it will get organized. For example, a mentor is appointed in the municipality and, if possible, consultations are provided on administrative, financial, legal and public procurement issues, “says Minister A. Monkevičius.
Documents approved by the Minister of Education, Science and Sports also establish higher requirements for NSA evaluators, which are specified according to the competencies being evaluated. For example, those who assess leadership competency in education and training must have the qualification of a teacher and at least 5 years of leadership experience in an educational institution.
These are only the first changes. The Ministry plans to change the entire system of selection, training and professional development of managers. Based on the updated competencies, it is planned to develop a national management training program, which will consist of study or training modules. They would be carried out by higher education institutions or other eligible institutions.
An online proficiency self-assessment tool is also being developed to allow each potential leader to test their ability to become a leader. The self-assessment tool will help people considering taking the initiative to choose study or training modules to help fill in the gaps in the competencies.
June 30 The Seimas will consider amendments to the Education and Local Autonomy Laws aimed at optimizing the procedure and deadlines for the competencies for the post of head of an educational institution, clarifying the regulation of the preparation for the post of head of an institution educational and reducing the scope of documentation. It is legal for the head of an educational institution to be appointed on the basis of the results of a public competition and removed by the mayor and not by the municipal council, as has been the case so far.
