Pre-trial investigation in Vilnius County. The Organized Crime Investigation Board of the Criminal Police of the Chief Commissariat of Police was established after 2020. On July 22, 1998, at approximately 9 o’clock, in the village of Rastinėnai, Vilnius district, a young Roma ( born 1998) was shot with a single shot.

The investigation revealed that on the night of July 21 last year, two intoxicated Roma saw a taxi parked in Vilnius, near a night shop. Without asking the driver, the men got into the car and ordered them to be taken to Rastinėnai village, Vilnius district. In the taxi, in addition to the driver, he also knew the latter, who the driver intended to take home.

During the trip, a dispute arose in the car over a cigarette lit by a passenger, although this was prohibited by the driver. Without reaching the destination, the driver stopped the car and told everyone to get out. According to the study, the conflict lasted a few minutes outside, when an acquaintance of the driver fired several times with a gas pistol that he was taking with him to a taxi traveling in Rome. One of them fell to the ground and the other ran towards the house that was in the village.

It is suspected that in their own fright, the shooter and the driver got into the car and drove away, perhaps believing that a passenger was not fatally injured, but only struck his leg. The driver and his acquaintance only learned of the fact that the man was shot by the media after one day.

Another Roma, injured in the back, called the helpline and reported the incident, but there was no way to explain where he was and where the conflict took place. After some time, the police officers determined the whereabouts of the latter, but while he was circulating in the neighborhood, the gypsy could not indicate the place of the conflict and left his friend injured. After a long search, only at 9 pm the body of the shot man was found in the morning. Up to 7 rounds of ammunition and an unexploded device were found at the site, other important objects for the investigation.

During the pre-trial investigation, officials found that during the conflict, the shooter had a bag containing two Zoraki gas pistols with ammunition and ammunition magazines. After examination of the objects, both pistols were found to have no partitions, sound ammunition was remade and pellets were placed in them. Following the incident, the driver and shooter brought the weapons to the latter’s workplace in Gariūnai Market Square, where he was later helped to hide his weapons by various collaborators.

This pre-trial investigation was initiated for murder under article 129 of the Criminal Code of the Republic of Lithuania. 1, however, during the investigation, additional episodes of a criminal offense were clarified and investigated in accordance with the indicia of offenses provided for in article 253 of the Penal Code of the Republic of Lithuania. 1 d. (illegal possession of firearms and ammunition), art. 1 d. (concealment of a crime), art. 1 d. (failure to report a crime), art. 1 d. (causing physical pain or minor health disorder) and Art. 2 d. (illicit possession of firearms).

In the present case, five persons have been charged with 10 crimes under the enumerated articles of the Penal Code.
