Arriving in Estonia on Monday, Radev participated in the Three Seas Initiative Forum and then went to his hotel to quarantine.

A webcast of the three Maritime Initiative conferences showed that the Radev group included, among others, the heads of state of Poland and Estonia. Nobody wore masks.

“Yesterday afternoon, it emerged that before arriving in Estonia, President Radev had contacts with a person who had been tested for COVID-19,” Estonian President Kersti Kaljulaid wrote on Facebook on Tuesday.

“Once this information reached Estonia, all necessary measures were taken and the Bulgarian delegation began to isolate themselves at the hotel,” he added.

Kaljulaid said that Radev’s official visit to Estonia on Tuesday had been canceled, but did not specify how long the Bulgarian president would be in Estonia.

Later on Tuesday in Bulgaria, the country’s health minister, Kostadin Angelov, explained that Radev, whose role is largely representative, was in contact with an official who was also quarantined.

In Bulgaria, there has been a significant increase in new cases of coronavirus infection in recent weeks; many provincial hospitals are already struggling to care for all COVID-19 patients.
