The government plans to consider on Wednesday a decision to release the quarantine slightly starting next week to allow limited work for some of the stores and beauty salons, as well as to allow the restriction of trade in non-food open spaces.

Such intentions of the Cabinet of Ministers will be announced on Monday during a government meeting in which the draft of the quarantine release plan presented by the Emergency Commission was discussed. It was widely supported, but ministers will make final decisions later this week.
First precautions
Prime Minister Ingrida told an extraordinary government meeting on Monday that the epidemiological situation in Lithuania has been improving for some time: we have a lower morbidity rate than we had for a few more weeks. Therefore, measures can now be developed and approved to release the quarantine regime. There is a certain shortage that soon there will be some exemptions in commerce and services. But it is important to realize that the situation is still at a stage where you may continue to drink, but also suddenly get worse. Therefore, any action should be taken with caution.
According to the Prime Minister, the government could take the decision to allow part of the activity starting next week at the meeting on Wednesday.
According to Aurin Armonait, Minister of Economy and Innovation, we could discuss and make decisions about some services and business activities on Wednesday. They are coordinated with the Ministry of Health.
As suggested at the last meeting of the Government Emergency Commission (WESC), it would be possible to allow the provision of beauty services in an area of 20 m2. m of area for one client and simultaneously serving only mog. It is also possible to open up to 300 m2. m area and segregation of non-food outdoor stores. At the same time, it would be possible to allow trade in non-food products in open space, said A. Armonait.
This last provision, according to I. imonyts, still requires adequate legal wording.
Furthermore, according to the Minister of Finance, on-the-spot training with a coach and client should be allowed.
It will be adjusted according to the situation.
Decisions on quarantine release are due to be approved by the Government on Wednesday after the Cabinet has adopted the quarantine release plan proposed by WESC and agreed with health experts.
It has not yet been specified.
Once we have finished considering the practice, it will be adjusted and sent to the Government meeting on Wednesday. of course, that plan will not be set in stone and will be adjusted according to the situation in and around Lithuania. But the plan will establish certain criteria for national and municipal approval for the release of quarantine facilities, I.imonyt said.
The quarantine release plan was linked to coronavirus morbidity rates, as well as positive test levels.
The plan foresees, among other things, the approval of higher quarantine releases in municipalities with a relatively low incidence. However, I. imonyt emphasized that decisions on the authorization of trade and services will not be made at the regional level, but at the national level, so as not to create an additional center of attraction in certain regions.
The postponement caused dissatisfaction
The prime minister acknowledged that health experts do not recommend opening a shop and hairdresser just yet, as morbidity remains high according to the latest data, which took thousands of people in Lithuania in 14 days. 350 new cases of coronavirus infection. According to experts, trade and services could be freely liberalized when the indicator is only 100-150.
But, according to company I., the government takes some risks and will make a political decision on the release.
The Expert Advisory Council is there to advise. In fact, the opinion of experts on trade and services is slightly different. But the government has decided to take the risk. It is not the first time that we do it, for example, last December the experts announced the quarantine of childcare centers, but the government did not agree, recalls the Prime Minister.
The government announced that it would consider opening some shops and hair salons last week, but only allowed the ski center to operate and postponed other releases because experts opposed them. In doing so, the Government caused considerable discontent among small and medium-sized enterprises.
The prime minister also reported on Monday that decisions on the release in the field of education and training will be made a little later, that is, after the school holidays that start next week.
The second quarantine in Lithuania has been in force since the beginning of November, subsequently intensified by the rapid spread of the coronavirus, and in mid-December the movement between municipalities was controlled. Cafes, bars and restaurants, sports clubs, cinemas, bans on sporting events, restricted classes in schools, circulation between municipalities are prohibited.
