The Population Zone initiative was launched last week. As Jonas Damidavičius, responsible for the mobility transformation of the municipal company “Communications Services”, said in the “Delfi Tema” program, its objective is to help solve the problems of the residents themselves.

“In the Council’s decision, we have envisaged the issuance of two permits for an apartment. The first would be free and the second would cost a symbolic fee of € 5 per month. All guests in the area would pay a short-term parking fee of 30 cents an hour, ”he said.

The interlocutor added that it was planned to allow the purchase of a permit to park a car in the area for a month for 25 euros.

“We want to encourage local residents to get involved, we don’t plan to introduce the area to the entire city at once. We want to start with those areas, the neighborhoods, where the residents themselves request the implementation of this new area. The more people there are, the more active they are, from that area and we will begin to implement this concept.

We already receive frequent and frequent requests. We already have one or the other plan, but to implement it we need the approval of the municipal council, ”said J. Damidavičius.

The city council is expected to decide on the “population zone” at its meeting on Wednesday.

The number of cars is increasing

Rolandas Klimavičius, the acting president of the Lithuanian Housing Chamber, who also participated in the show, considered that the initiative may not be bad.

“Parking needs to be fixed. There are many problems in Vilnius, especially in those apartment buildings where there are large areas where not many houses and parking lots have been designed.

Only when the deepening begins does the question immediately arise. What can we do? Expand the number of parking spaces? We can. Can we reduce the number of cars? We probably can’t. There will be more of them, ”he commented.

In turn, J. Damidavičius noted that since 2017, the number of cars in Vilnius has increased by about 70 thousand.

However, the introduction of this initiative is not the only solution to this problem. In addition, the municipality and the Transportation Services pay great attention to promoting other transportation options.

High-quality bicycle and pedestrian infrastructure is being installed and efforts are being made to improve the already good public transport service. The increase in the number of cars shows our own attachment to the vehicle, we do not think about how to travel differently in the city, ”he said.

A representative from “Communications Services” said bluntly: “It will not provide space in the yard near the house for each apartment.”

“It’s just that the yard is not big enough to turn into a parking lot and provide green spaces, children’s needs, sports fields,” he explained.

J. Damidavičius emphasized three main areas, namely the main streets, the inner streets (access to the courtyard), and the courtyards themselves.

“We see opportunities to install squares in the main streets, interior streets and therefore very narrow, we also plan to manage them, install some squares, taking into account the pedestrian infrastructure.

This, by the way, is also a problem when there is no room for pedestrians to pass. We also highlight that the neighbors themselves are the owners of the courtyards, there is a Neighborhood Program in Vilnius, where the neighbors can gather and manage the territory according to their needs. Here, the municipality contributes financially, helps to implement solutions, design and advise ”, he said.

There is someone who needs it

R. Klimavičius said that a house does not depend on a house.

“For example, there are underground garages in my house, but there are not many places around the house, they are never available. If we count how many apartments there are in the house, how many places there are, it would still not be enough. What to do for a person who has two or three machines. You need both: for example, a man works at work, a wife takes care of children, takes them to kindergartens, schools.

On the other hand, well, that place is taxed at 5 euros. Will the problem be solved? Some communities have already made some decisions in the past. For example, formed parcels rented to the municipality. Then the owners manage the plot on their own, potholes are usually laid, and problems are solved there. But these are units.

In Vilnius, comparing apartment buildings, the communities are a drop in the bucket. There are a lot of whole big nine-story neighborhoods in Fabijonišk quarts, Pašilaičiai. How to make decisions in such a case, even if there is a desire to do so?

Another thing is that I do not understand the financing mechanism. Will the municipality set up a “cell” on its own, or will residents be required to contribute at their own expense? For example, as with neighborhood programs, people are encouraged to invest their money, but they do not become co-owners after investing. So you have to take care, not manage your property, “he said.

J. Damidavičius said that at present it is difficult to determine the scope, what the activity will be and how many zones will be introduced. Therefore, it has not yet been calculated how much the municipality could collect from the new toll.

“The municipality would invest in the main streets and the municipality invests in the Neighborhood Program together with the neighbors,” he responded to the statements of R. Klimavičius.

At that time, speaking of the confiscation (“towing”) of the free cars, J. Damidavičius pointed out that “the same procedure would be applied in the population zone as in the so-called“ colored zones ”.

The issue of the conflict

The issue of parking often becomes a cause of conflict between neighbors. R. Klimavičius doubts that the new procedure will help to solve this problem.

“I don’t think it helps to solve mutual relationship problems. The opposite may be true. It can make you feel even more upset, angry.

Problems must be addressed in principle. The municipality must be prepared to invest in the areas closest to the multi-story sites. To make them cheap, they can be free for the underprivileged, ”he said.

J. Damidavičius stated that cooperation is being established with shopping malls and educational institutions so that residents can keep their cars on their territories overnight.

“After all, shopping malls are usually empty at night. Supermarkets still have procedures to let residents in, this is already happening. But we want it to become a global process,” he said.

The interlocutor also explained that the shipyards themselves decide where to locate the places for the disabled.

“We solve the problems of people with individual needs during labeling. They have places with certain areas so that they can get off safely, ”he said.
