Adam “Delfi” says that he was self-employed last year, PSD did not pay himself, because he had previously received guarantees from Sodra that PSD could pay in two years. He stopped on Monday night after seeing that the same debt was reserved in three of his bank accounts, 540 euros each. You don’t understand why it had to be done on all accounts if it could be canceled once.

“Last night (Monday -” Delfi “) there was a withdrawal of that money from all available bank accounts. The same amount you owe, and also for the debt. The amount has been deducted from last year,” says Adam.

He understands that PSD should be paid: last year he was self-employed and working part-time. However, he also shared a letter from Sodra stating that PSD contributions could be repaid within two years after the end of the quarantine and emergency. And here is the cancellation immediately.

“As I understand it, I deducted that PSD that was calculated from the income reported in the spring. But in the spring I had such a situation that after I had already formulated the request about what I have to pay to the state social security (VSD) and the contributions from the PSD, Sodra only sent me the contribution from the VSD. I paid it and informed the PSD that there was no need to pay because the debt was suspended during the quarantine. And then the message came that we were wrong here, a mistake was made, you have to pay about 540 euros PSD ”, says Adam.

He claims that he did not understand it at the time, that Sodra made a mistake or did not make a mistake: he did not pay the contribution himself.

“I was waiting, I was watching. I realized that there would probably be a scan one day if there was a debt, and I didn’t pay myself. And now iva reported that there was a week left to pay, but at night I looked at the bill and they scanned me, “said the man.

He is angry that Sodra chose the most inopportune moment when the money was needed after making an expensive purchase.

“It really caused a lot of inconvenience, because I made a big purchase recently and with money, this is not the best situation at the moment. Imagine that, minus 500 euros from various accounts,” Adam wondered.

Sodra explains that the reminder distributed on Monday was not about last year’s PSD, but about this year’s; From now on, you will have to pay the PSD every month again.

For those who did not pay the PSD last year, a different procedure applies.

“During the emergency and quarantine, self-employed residents had the right not to pay current contributions to the PSD (last year – 41.7 euros), but they could receive free health care services. The goal was to ease his financial burden. Once the quarantine is over, residents can pay these contributions within a period of two years, they are not considered PSD debt, ”says the head of Sodra. specialist Malgožata Kozič.

As of July 1. Self-employed residents must pay contributions to PSD again on a regular basis, before the end of the current month.

Execution will never begin when PSD contributions have not been paid and PSD contribution debt has not been incurred. For 2021, the payment term of PSD contributions calculated from the monthly minimum wage in July 2006 has not expired, so its mandatory collection is not taking place. If Sodra has initiated enforcement actions, it means that they are being carried out due to previously contracted debts, but not for 2021. PSD contributions were accumulated in July, ”explains the Sodra representative.

Sodra also ensures that he never debits people’s accounts without prior notice. Contributions to the PSD are received monthly by both first-time debtors and residents with a longer-term accumulation of debt. On average, 155,000 reminders are sent per month, which is equivalent to almost two million messages per year.

But Adam disagrees, arguing that most of his debt last year is exactly the same minimum PSD that shouldn’t have been considered debt for another two years. He claims that he did not receive prior notification of the cancellation

Sodra estimates that the debt is not considered part of last year’s PSD that arose from 2020. In March it amounted to 423.70 euros.

“For example, after submitting the declaration to the STI, a self-employed person was charged 700 PSD in income contributions. Therefore, if a resident does not pay the current PSD contributions calculated for the emergency and quarantine period on a monthly basis, after reporting the income, they must pay the difference between the current PSD contributions calculated and the PSD contributions calculated from the STI declared income – € 276.30 and € 422.70 can be paid within 2 years from the date of the emergency and the end of the quarantine ”, explained M. Kozič.

Sodra enforces overdue payments through the Cash Restriction Information System (PLAIS) by issuing payment orders.

“According to the money order sent through PLAIS, funds cannot be debited from the debtor’s account twice. During the execution of a payment order, at some point in order to determine the presence of funds required for recovery in the accounts, PLAIS restricts the disposition of funds in all accounts held by the person, so in the In the case described, the person may have the impression that the funds were canceled twice. Cancellation of funds is always done only once, and after cancellation of funds, restrictions on other accounts are automatically canceled, ”explains Sodra.

Sodra adds that policyholders who were negatively affected by the pandemic, as well as the self-employed whose economic activities were included in the list of COVID-19 victims compiled by the STI, could request non-coercive measures during the quarantine. Following the request, the recovery of SSD and PSD contributions was temporarily suspended. A request for debt deferral can be submitted under the simplified procedure within 30 days after the end of the quarantine, and the debt can be repaid interest-free within 5 years.

What PSD should I pay for?

The current minimum monthly contribution to PSD is 6.98 percent. of the monthly minimum wage (MMA), this year is 44.81 euros per month (last year – 42.37 euros).

“All persons permanently residing in Lithuania must pay the contributions to the compulsory medical insurance (PSD). This is necessary for a person to have access to free health care services, to qualify for reimbursable medications and medical aids. In the case of employees, contributions to the PSD are paid by the employer. Self-employed residents have to pay the PSD contributions themselves. The amount of the PSD contribution is 6.98 percent. of the monthly minimum wage (MMA). This year, the amount is 44.81 euros ”, explains Sodra.

Freelancers who have paid their contributions until the last day of the current month will continue to have free access to healthcare.

Contributions to the PSD of the MMA itself must be paid by individuals who carry out individual activities, individual agricultural activities and who hold business licenses. Sole proprietorships pay PSD to owners, associations to full members, small associations to members of small associations, and non-member managers and receive remuneration.

Contributions to the PSD cannot be paid monthly by people who work with employment contracts, public officials, as well as residents who are insured with health insurance at the expense of the state: they receive an old-age or disability pension, they study in Higher education institutions in accordance with the -Time study programs and others.
