According to Arnas Neverauskas, Executive Director of the National Association of Tobacco Manufacturers, the increases in excise rates on cigarettes, cigars and cigarillos that will take effect on March 1, 2021, mark the latest increase in excise duties on tobacco products in 2019-2021.

At that time, according to the Ministry of Finance, starting in March 2021, cigarettes could rise in price an average of about 0.13 euros for 20 units.

A pack of cigarillos or cigars can cost around € 0.17 (assuming a 20 gram pack of product subject to taxes, if the weight is different, the effect on the price is different) and 30 grams of smoking tobacco is around the € 0.42.

“Some categories of tobacco products are avoiding an increase in excise duty this year. It should be noted that the cigarette category in particular is under constant pressure from the illegal market and cross-border trade.

Three segments

According to the Statistics Department, in 2019, a pack of the 20 most expensive cigarettes in Lithuania cost about 4.42 euros, those of the second price segment – 3.74 euros, and the cheapest – 3.26 euros.

In comparison, in 2006 a pack of the most expensive cigarettes cost 1.67 euros (5.77 litas), average prices – 1.09 euros (3.76 litas) and the cheapest – 0.76 euros (2, 62 litas).

From 2005 to 2019, the proportion of daily smokers in Lithuania decreased by 5.6 percent. point, up to 18.9 percent.
