G. Skaistė, who served on the Seimas Budget and Finance Committee for the last term, also told Delfi how to change the draft state budget for 2021.
“The moment is really very difficult, there is an economic crisis and it is necessary to evaluate the future budget.
The work is expected to be intense enough in the next period, as the previous government abandons the budget project, which raises some doubts both about the revenues and the estimated potential costs, “said Ingrida, the candidate for prime minister. , the Wednesday after her candidacy for the post of Finance Minister. Šimonytė, intervention by G. Skaistė.
Three priorities
Speaking of long-term priorities, G. Skaistė emphasized that the government’s program should be awaited, but mentioned several of its priorities.
“Personally, I believe that in this position I could contribute to reducing income and opportunity inequality, paying special attention to the most vulnerable groups in society, that is, children at social risk, single mothers, single pensioners.
The second priority would be the transformation of the economic model, moving to the creation of higher added value, which would guarantee higher wages for all Lithuanians in the long term.
The third priority would be the clarity, stability, predictability and fairness of the tax system itself, which would allow companies to plan their investments more efficiently and calmly. That would reduce incentives to avoid taxes, reduce the “shadow,” he said.
G. Skaistė told the BNS news agency that currently no tax changes are planned.
“As for 2021, what is now should remain, just because there is very little time to prepare both for ourselves and for business. (…) I think next year we will be able to talk about a certain revision of the tax system” confirmed G. Skaistė to BNS.
Review the DNA plan
G. Skaistė also said that the members of the draft budget review group operating at Seimas are currently individually analyzing both the committees’ proposals for the budget and the plan called “DNA of the Future Economy.”
“For example, due to the additional indexation of pensions and the recalculation of early retirement pensions, 42 million are missing, which must be budgeted, as required by law.
Aid to education also needs about 30 million. This is also foreseen in the laws already approved, but it is not included in the budget proposal.
We plan to review the investments in the DNA plan and anticipate what costs might change in one direction or another. It can be slowed down to be able to examine in detail if they are really contributing to the economic transformation, ”he said.
G. Skaistė felt that a large part of the DNA plan should be kept.
“Many projects have already been approved from the perspective of the European Union. Projects that are running will continue to run. “We are talking about projects that are planned for the future, where concepts are being developed; at this stage it is still possible to check if the investments are in line with the priorities and electoral programs of our coalition and not in the ways outlined by the previous government “, said.
According to BNS, G. Skaistė, 39, who has a doctorate in economics, studied at the Technological Universities of Mykolas Romeris and Kaunas, as well as the Universities of Carlos III and La Coruña in Spain and the University of Cyprus.
