Shocking statistics: the turnover of private medical institutions increased by 120 percent, while public ones reached 20 percent.

These sad statistics were presented at the Government meeting by Gintaras Kacevičius, the head of the Health Insurance Funds. Before discussing this issue, Minister S. Skvernelis noted that the situation is bleak.

“It just came to our attention then. It is incomprehensible why it is still difficult for our health institutions to return to a more normal way of working. We have many complaints because it is difficult to reach them. It is difficult to even call and get a consultation, this is not it is a normal situation, “said the Head of Government.

He said the load had increased to 120 percent in some private medical facilities and to less than 30 percent in some public facilities.

“This is intolerable, unacceptable,” he said.

Health Minister Aurelijus Veryga pointed out that there are problems.

“Private people can go up to 100 percent, which means that those requirements don’t interfere much. They can adapt and provide services,” A. Veryga told the Cabinet of Ministers.

“Quarantine quarantine”

After the end of the quarantine in mid-June, the following restrictions remain for all treatment facilities: cleaning and disinfection of facilities, including after each patient visit, management of patient flows, simultaneous contact services in Adjacent contact offices and criticized duty cycles. .

“The month of June was, so to speak, a Buddha out of quarantine lethargy, so these numbers are as follows. They should be evaluated taking into account that the train had to accelerate again,” said G. Kacevičius, chief of the Health Insurance Funds.

Comparing June 2019 and 2020, it was observed that visits to a family doctor in all institutions were reduced by almost 60 percent, in public personal health institutions, by almost 68 percent, privately, in a 45 percent.

In total, there were more than a million visits to a family doctor in June last year, and more than 400,000 this year.

Speaking about the number of “expensive exams” last June and this year, G. Kacevičius said that public and private medical institutions look completely different.

Although fewer procedures were performed in public institutions than last year, for example, the number of hemodialysis procedures in private institutions only increased.

During June of this year, specialized medical consultations were available 42 percent less than at the same time last year.

Similar but very different

D. Kacevičius, the head of the health insurance funds, stated that similar public medical institutions provided services very differently in June. Some, for example, the Alytus Polyclinic reached 80 percent of the services provided at the same time last year, 70 percent of the services provided last year were also provided by the Antakalnis Polyclinic.

At the bottom of the list: Naujininkai Polyclinic provided 23 percent of the services provided last year, Karoliniškė Polyclinic provided only 35 percent of the services provided last year.

“When it comes to inpatient hospital services, we see that accessibility is relatively good. In June, almost 80 percent of the provision of these services was restored in Lithuania, “said the head of the Health Insurance Funds.

G. Kacevičius presented the table of renewal of hospital and outpatient services in individual patients nationwide to members of the Government, noting that some medical institutions were even able to exceed the results of last year.

“Most of them restored service delivery well, but there were also others such as the Vilnius City Clinical Hospital, where only 38 percent were restored,” he said.

In the smaller hospital category, the numbers are even sadder.

“Among similar hospitals, some hospitals such as Kupiškis, Širvintos or Zarasai have restored the provision of more than 75 percent of services. Some others, Ignalina, only 17 percent. It would not even be possible to justify the so-called cycles here, because they are no longer valid, it is not forbidden for large hospitals to go to the districts ”, he evaluated the situation.

Do you want a financial instrument

Prime Minister S. Skvernelis was surprised by the figures provided, said that monitoring this situation was no longer sufficient.

“We don’t need monitoring here anymore, we need adjustments here. Because if the healthcare facility started operating only 23 percent after quarantine and receives 1/12 of the services provided last year, here it is completely abnormal. In such situation, there is no interest in providing services, “said the Prime Minister.

And he added that financial instruments are needed to handle this situation.

It has already been announced that in July, to receive 1/12 payment for services, medical institutions must provide at least 70 percent. stationary and at least 80 percent. ambulatory services volumes.

The government has decided to closely monitor the return to the provision of scheduled services, and whether service interruptions persist until this year. meter. On September 1, 1/12 of the payment can be waived and the payment can be changed due to the services rendered.
