SAM Warns: Municipalities and Treatment Facilities Urged to Prepare for Possible Second Wave of Coronavirus

In early May, SAM instructed medical institutions that since June 1. They will have to organize the purchase and storage of EPP themselves. They were informed that the security of the personnel and the acquisition of the necessary equipment would have to take care of the founders of the institutions, such as hospitals or municipalities.

Now, the objective is to compel municipalities and medical institutions to accumulate the necessary amount of the invoice in the invoices that are currently submitted to the Government for consideration. It is stipulated that economic operators, including personal health care institutions, other municipal institutions and administrations, will be obliged to acquire PPE by accumulating their stocks for a certain period of time, thus guaranteeing the safety of employees and the uninterrupted operation of institutions in case of a pandemic in the country.

Seima is expected to adopt these laws in September.

The list of PPE, the quantities and the period during which the stocks will be accumulated will be determined by a separate legal act by the Government or other authorized institution. The SAM will propose to the Government the introduction of compulsory stocks for a period of 30 days.

As the number of illnesses increases and the need for protective measures increases, the reserve available for medical institutions will initially be used. In the end, the supply mechanism of the activated municipal administrations would be activated and the PPE would be supplied from the state reserve only after all stocks had been depleted.

After adding the reserves of medical institutions, municipalities and the state reserve, the protection measures are expected to last three months, even in the worst case.

SAM is currently purchasing masks, respirators, overalls, booties and other equipment through an open tender. The latest EPP shipments previously purchased in China should arrive in Lithuania soon.

Stocks of personal protective equipment, like other medical supplies, accumulate according to the lists of sets approved by orders of the Minister of Health.
