The SAM registered document proposes to establish that Education in schools according to the basic and secondary education programs (grades 5 to 11) is carried out in a mixed manner according to the procedure established by the Ministry of Education, Science and Sports., periodically conducting preventive tests of students and contacting primary and secondary education personnel to diagnose COVID-19 or self-monitoring of a possible COVID-19 disease, and ensuring other conditions necessary for public health, safety, hygiene and provision of people with personal protective equipment.
Also, preventive tests or self-monitoring could be omitted for those students for whom education is organized. in open spaces.
Changes in the organization of primary education
It is proposed to clarify the provisions on primary education in educational establishments in the territories of municipalities not included in the list of “good” municipalities (more than 200 cases) – add an alternative self-control for possible COVID-19 disease (self-tests with tests of antigens) without preventive tests.
Also, preventive tests or self-monitoring could be omitted for those students for whom education is organized in open spaces.
It is proposed to allow on-site exams for students who complete the curriculum in accordance with the curricula of foreign states and international organizations, as well as entrance examinations (or other selection methods) to general education schools for up to 10 students and ensure the status: manual level of emergency operations conditions for the management of the flow of people, the maintenance of a safe distance and other conditions necessary for the protection of public health, hygiene and the provision of people with the equipment of personal protection necessary.
The list of “good” municipalities is shortened
SAM also proposes to review the list of listed municipalities where more lenient quarantine measures can be imposed than in the country as a whole, taking into account the latest data.
It is proposed to consider the elimination of municipalities with a 14-day COVID-19 incidence rate of more than 200 cases per 100,000 inhabitants.
According to the Statistical Department of Lithuania 2021. April 28 the published data is removed from the list 6 municipalities: Municipalities of Joniškis district (231), Kelmė district (209), Kretinga district (276), Mažeikiai district (215), Šakiai district (203), Šiauliai city (271).
It is suggested to add to the list 3 municipalities: Jurbarkas district (177), Šilalė district (131) and Telšiai district (188).
On the list for 2021. May 10 18 municipalities remain: Birštonas, Biržai district, Jurbarkas district, Klaipėda city, Klaipėda district, Neringa, Pagėgiai, Pakruojis district, Pasvalys district, Plungė district, Rietavas, district Rokiškis, Skuodas District, Šiauliai District, Šilalė District, Taurilutė District, Telšiai District Municipalities.
All proposed changes would go into effect 2021 on May 10.
