“The government will be offered to introduce universal quarantine tomorrow, starting at the end of this week, starting Saturday, probably at midnight,” Skvernel said on Tuesday after the COVID-19 steering committee meeting.

He said he had proposed leaving five municipalities in the green zone without major restrictions, but other members of the cabinet did not support him.

“I hope that these three weeks, if they are decided, will allow us to achieve the solutions we want to achieve: stop the exponential spread of the disease and thus prevent the health system from resisting the burden of a large number of people infected today”, said. .

According to S. Skvernelis, the Government’s COVID-19 Steering Committee has approved the following proposals made by doctors, which are yet to be definitively decided by the Government on Wednesday:

* It is forbidden to communicate with more than two families or two households, no more than 10 people in total can meet.

* The activities of public catering establishments are prohibited, except take away food service.

* The normal activities of museums, theaters, cinemas and libraries are suspended, and institutions have the right to provide services from a distance.

* Sports competitions, concerts or other events can only take place without spectators.

* Movement between municipalities is not recommended.

* Indoor sports would only be allowed for members of a family or family farm, or no more than two people, while maintaining safety requirements.

* Hotel activities are allowed, with the exception of catering and other group services, only the delivery of food will be allowed in the rooms or to take away.

* Quarantine would be introduced for three weeks.

* Work in both the public and private sectors must be carried out remotely, except when it is not possible to carry out the activity remotely.

* Only seats are allowed in public transport, maintaining a safe distance between passengers.

* Education in kindergartens and primary classes will continue to be possible in the usual way. Schools offer distance or mixed learning, with half of the students studying at the institution and the other half at distance. The schools themselves have the right to decide on the method of education. Secondary schools will have to work remotely, except for some hands-on activities.

* Nurseries for the disabled will be able to operate safely.

* Healthcare facilities will be required to provide emergency care, diagnosis, treatment, and isolation of COVID-19 patients and scheduled emergency care. The services of private medical institutions are not prohibited.

Promise more support to victims

Mr Skvernel promises that restrictions on loss-making companies and institutions will trigger “state aid measures that have been activated in the past”, and possible new criteria and measures are being discussed.

The prime minister claims that the doctors, in proposing quarantine restrictions, drew on examples from other countries, including Ireland, Israel, where the quarantine introduced after the second wave paid off six weeks later.

“Hopefully they are affected and help to improve or control the situation a bit. We really understand the situation, we really see how difficult many of them are and we have not recovered yet. But we just have no alternatives,” he said.

Based on epidemiological indicators, the government has identified three zones into which the municipalities are divided: red, yellow and green. To date, municipalities in the yellow zone are subject to individual infection control guidelines and quarantine is being introduced in the red zone.

34 municipalities in the country are included in the red zone, 21 local quarantines have already been announced. Another 21 municipalities fall into the yellow zone, five municipalities – Anykščiai, Ignalina, Rokiškis, Zarasai and Visaginas districts are still included in the green zone .
