“Mr. Čaplinskas is working, his newsletter ended on February 26 and was not renewed. So today, March 1, is considered the day of his dismissal,” said Buk A. Shuksta.

It was decided to fire S. Čaplinskas on November 5, but he was unable to work.

He himself describes the dismissal as illegal and recalls that he has already filed a lawsuit against him.

“So today I was illegally removed from the post of director of the Center for Communicable Diseases and AIDS. Let me remind you that a decade ago, I started in this position after winning a competition. 2009 ULAC was established through the reorganization of two facilities (the AIDS Center and the Communicable Disease Center). The beginning was not easy: gather a new team, inspire to work together, avoid challenges and keep moving forward. A couple of years later, the institution became very visible and known not only to the Lithuanian public, but also to international partners.

Over the past year, both the body and I, as a manager, have experienced various forms of mobbing.

We have implemented many projects, implemented many innovations, acquired many social partners. As if everything is fine. Ah, but, under the pretext of the reorganization of the institutions, led by Soviet nostalgia, the former minister, the peasant A.Veryga, decided to destroy ULAC. During the past year, both the institution and I, as a manager, have experienced various forms of harassment: starting with various forms of harassment, underestimation of competences, fabrication of accusations, violations of honor and dignity, discrimination ”, writes S. “I am a developer. And with the devastating, I have been, am and will be on my way. Therefore, the action for my wrongful termination was filed in court a good month ago. Anyone who knows me knows that I was not only a manager but also a specialist in my field. This is the practice in the West, where specialized public bodies, especially in the health sector, are led not by “naked managers” but by professionals with managerial skills, including communication. It is this combination of competencies that allows for faster decision making, less time spent explaining the situation or preparing to speak publicly about the content, not the numbers, ”he continues.

According to A.Šuksta, Kęstutis Krivickas, deputy director of ULAC, will temporarily hold this position from March 2 until the new director is adopted through a public tender, but no later than June 30.

Medik S.Čaplinskas has been the director of ULAC since 1989, when this institution was still called the Lithuanian AIDS Center.

The decision to remove S.Čaplinskas was made by former Health Minister Aurelijus Veryga, and current Minister Arūnas Dulkys stated that he had no reason to change this decision.
