The government decided on Friday that the downtime wage subsidy would be paid while the government-declared emergency or quarantine and declared downtime for the employed person continued, but no later than September 30 this year.
I. Ruginienė Eltai stated that the transition period granted by ending the downtime subsidies will help mitigate the consequences of the pandemic after they are abolished.
“The day before, we discussed their proposals for post-traditional measures with the Ministry of Social Security and Labor. We can certainly welcome the proposed initiative, because we have been talking for a long time that support cannot just take off and end on July 1.
We have said that there must be a transition period of at least three months. The ministry seems to have listened to our fears and adjusted the plan accordingly. Now the support will decrease, which is completely logical, but there will be some transition period, “he said.
The government estimates that the amount of the wage subsidy in the first calendar month would be 100 percent. funds calculated, but not more than the monthly minimum wage (MMA) approved by the Government, in the second calendar month – 0.9 MMA, in the third calendar month – 0.7 MMA.
In addition, I. Ruginienė positively evaluated the initiatives to calculate maternity, paternity and childcare benefits for people who were declared inactive during the pandemic from the period before the announcement of the quarantine, and to link the benefits for the self-employed to the 30%. decrease in income.
“It is very good that there have been unforgettable pregnant mothers and pregnant women, because this measure is very important, as is the support extended to individual workers,” he said.
However, I. Ruginienė criticized the VAT rebate for the restaurant, sport and culture sectors, stating that it is not yet clear whether consumers will have to fill the hole in the budget due to uncollected revenue from their own money.
“What worries me, and what has not been agreed with us in principle, is the VAT deduction for the restaurant, sports and cultural sectors. It is doubtful that, although businessmen say that this benefit is not intended to reduce prices, in our opinion, if we make any VAT relief, it should respond to the final consumer.
In this case, we really don’t think this will work for the end user. So don’t we really understand the benefits of this measure? However, it must be recognized that this measure will be supported by the state budget, there will be a hole in the state budget, respectively, and our main question is who will cover that budget loss? (…) After all, there are no plans for higher budget revenue. Is it not the case that the end user has to fill the hole in the budget by other means? “, He said.
