Residents say they found out about the new neighbors in late July, but there is more than one reason they disagree with the presence of a kindergarten in the area.

“We, the residents of Pažagiškių, Šerkšno, Lietaus, Šarmos, Šalna streets of this Lazdynėliai district, are opposed to the appearance of this preschool educational institution in this block of single-family houses because the traffic on these streets will increase every morning and every night: 50-70 cars will carry children, the service staff will take you to kindergarten in the morning and the same number of cars at night; There will be constant traffic jams when leaving the yards of private houses, pollution will increase because of car emissions, children will go to the road sections with their parents (there are no sidewalks on any street), traffic will be constantly obstructed.

In addition, the neighbors are convinced that the interior of the house is not what the preschool education institution needs, so they demand that after issuing a hygiene passport to the kindergarten to inform the neighbors if they have investigated their circumstances, infractions are eliminated, because, as they say, we are concerned not only with our constitutional rights, but also with the protection of the right of the young generation to a safe, healthy and happy life. “

The traffic was planned in advance

Rasa Jonkuvienė, the director of the “Karal de pasaka” kindergarten, does not hide that when they moved to a new location, they faced resistance from residents, and one of the residents was the most opposed. However, those who have already had experience in the previous place also in Lazdynėliai say that they have thought of some things beforehand.

For example, with regard to traffic, realizing the possible dissatisfaction of the locals, the director of the kindergarten, inviting parents to inspect the facilities, urged them not to drive on Šerkšno street, which ends in an alley dead end, and on Žaibo street, where they would no longer have to turn around when entering neighboring courtyards.

“Parking is a very sensitive issue. We had it on Vakaro St., we received letters from outraged neighbors, but we tried to communicate with them, respond and really respond. Neighbors were angry that parents were hanging around in their backyards. I personally spoke about it and most parents took it into account because we are sociable, our relationship is warm, we cooperate. Last fall, we decided to meet our neighbors, we met, we communicated, we listened, we tried to agree on what we could do the most.

There is such a busy road close by that we can cross, we planned that parents could drive there, and we would say that they would not drive through that dead end, – said R. Jonkuvienė.

Currently the kindergarten is training a third group of children, for which a total of 45 children will attend. According to R. Jonkuvienė, the institution was looking for new facilities to improve the conditions for both children and employees.

“It just came to our attention then. We didn’t have a patio. Another thing is that we didn’t have a methodical office in that place for the employees, because there is a need. The kindergarten is beginning its eighth season; as educators, we wanted to create a garden for children that was close to home conditions, taking into account the children’s needs. So we started, we grew little by little, we grew up in two groups. We see that children also need psychologists, other specialists, to have a space apart. We had arranged everything, we had a hygiene passport, but we see that the needs are increasing, so we look for another place “, assured the manager.

According to R. Jonkuvienė, the new premises will also serve to protect both children and employees from COVID-19, as there is more space for groups, separate entrances can be installed, so the flows will be separated.

R. Jonkuvienė stated that the kindergarten had already prepared all the documents and submitted to the NVSC to obtain a hygiene passport.

You do not have a hygiene passport

The Vilnius department of the NVSC has established that the kindergarten operates without a hygiene passport-permit, which can carry a fine of 300 to 850 euros. The administrative responsibility of the person in charge of the kindergarten will be applied in accordance with the procedure and terms established by legal acts.

“VšĮ Karalių pasaka has not yet applied to the Vilnius Department of the NVSC for a hygiene permit passport. If you submit the application, compliance with the requirements established in the Lithuanian hygiene standard HN 75: 2016 “General health safety requirements for the implementation of preschool and preschool education programs” will be assessed. The most important criteria for obtaining a hygiene passport-permit are a safe environment for children (premises, territories), an environment that meets the needs of children of a certain age (premises and territory areas, facility, etc.).

Neighbors’ consents are not required when issuing a hygiene passport-permit, because according to the description of cases and procedures of misuse of the Building (its facilities) in residential buildings, pre-school education activities are allowed ”, NVSC said.

When asked to comment on the deficiencies reported by neighbors in the house where the kindergarten operates, NVSC representatives stated that if the kindergarten raises up to 60 children, it may not have its own plot and use another children’s play area (eg a playground, park area, etc.). However, it does not establish requirements for vehicle traffic, the pollution caused by them and the hygiene standard of the street and sidewalk infrastructure, such complaints are referred to the Vilnius City Municipality Administration, as has also been done. this time.
