Relevant to thousands: what will happen to the benefit of Sodra when a child is sent to kindergarten or school

[ad_1]

According to the Ministry of Social Security and Labor, in early May alone, doctors had issued more than 36,000. certificates of temporary incapacity to work to care for children in the event of an epidemic. In previous weeks of quarantine, even more were issued.

Sodra pays sick benefits to those who have received a certificate of incapacity to work for child care, which cannot be less than 11.64% per month. The national average monthly salary.

The maximum compensatory earnings for the calculation of sickness benefits cannot exceed the average monthly earnings of 2 countries.

Sickness benefit is paid only on business days. Sodra reports that currently the maximum amount of the benefit is 1776.03 euros per month or 84.17 euros per day before taxes.

We remind you that the maximum state budget subsidy for the salary of an employee who is inactive during quarantine can be 607 euros or 910.5 euros, which is 1 or 1.5 of the monthly minimum wage (before taxes).

Generally speaking, if the pre-quarantine salary exceeds these levels, you may receive a higher child care allowance than for downtime at work.

Under normal circumstances, a certificate of incapacity to care for a child is issued for 14 days. In the end, the calculation of sickness benefit is also suspended and the employee returns to work.

However, the duration of the certificate of incapacity for work was extended to 60 days by a continuous extension of the end of the quarantine period.

So if the quarantine still continues, but the child discharged to kindergarten or school does not need supervision, then who and how will stop the certificate of incapacity for work and sickness benefit? Who will check to see if staff are still caring for the child at home or if they have already returned to work and do not need to pay sickness benefit?

If a checkup were to be done, the doctors would take to the streets

According to Tomas Kundrotė, head of the Lithuanian Family Physicians Union, checking whether a child went to kindergarten or not is not a medical job.

“We have already done a great job of issuing sick leave certificates, which is work that does not require the competence of a family doctor, which has been imposed on us.

If we had to check things like this to see if the boy went to kindergarten, it would be silly. We will definitely not delete any newsletter, let Sodra handle it by himself. Let the kindergartens make lists, pass them to Sodra for the children to return. If such decisions were made on the Lithuanian scale, family doctors would take to the streets, because the mind does not understand it ”, the interlocutor was angry.

According to her, only the families themselves can decide whether or not to go to the nursery for the child: “We will not protect everyone, just as we will not wear masks. The doctor cannot force him to go to daycare or prevent him from doing so. “

Will employers inform returning employees?

The advisor to the Minister of Social Security and Labor, Eglė Samoškaitė, confirmed that, under the current procedure, a certificate of incapacity for work is issued for up to 60 days under the supervision of young children, children with disabilities under the age of 21, as well like people with disabilities or seniors who visited daycare centers. no more than until the end of the emergency or quarantine.

If the validity of the issued certificate of incapacity for work expires and the quarantine continues and it is necessary to continue supervising a young child, a person with a disability or an elderly person, then the certificate of incapacity for work is issued for the same period ( but not beyond the end of the quarantine).

“While quarantine conditions are eased starting May 18. Preschools and preschools will be able to operate now, but it is almost certain that not all kindergartens or all groups will open their doors. Children will most likely return gradually into kindergarten, “said the counselor.

For this reason, certificates of incapacity for work will continue to be issued under the general procedure for up to 60 calendar days, but not more than until the end of the emergency or declared quarantine.

“If after May 18. parents will send their children to preschool and preschool institutions and return to work themselves, the payment of sickness benefit will be terminated,” reported E. Samoškaitė.

When asked how it will be determined if the child has been taken to kindergarten or if the employee has returned to work, she said that when the employee returns to work, the employer immediately notifies Sodra. What if the employer doesn’t report?

“It just came to our attention then. The NP-SD2 message is being completed,” explained the advisor.

Be that as it may, one of the mandatory details of this report is the period of incapacity for work indicated in the medical certificate of incapacity for work. Now, on many of the certificates issued, it is longer than May 18, when children will be able to return to kindergarten.

According to unofficial knowledge, doctors and institutions are still awaiting a formal explanation from the Ministries of Health and Social Security and Labor on how to address this problem.

The Code of Administrative Offenses establishes that the late filing or non-filing of social security notifications or other documents required for calculating insured income, social security contributions, benefits and the duration of social security service are subject to a fine of 150 to 850 euros. Repeated misdemeanors can be fined from 800 to 3 thousand. euros
