R.Šimašius: the coronavirus outbreak was caused by poor management, late decisions

“The main reason why we have an outbreak of the virus today, I think, is the lack of funding from the National Center for Public Health, the lack of good management, the lack of tools, such as the application that has been developed here for half a year and neighboring countries, no, ”the mayor told LRT radio on Wednesday.

He stressed that not only in Vilnius, but also in other municipalities where the quarantine has been announced, it is no longer possible to control separate chimneys.

“As we know, there was a recent situation in which people were waiting for calls from NVSC on infected days, no contacts were traced, there were delays, which caused the spread of the infection,” said the head of the capital city.

“I am glad that soon we will have another one, which I believe that, if I have a job, I will be able to face it”, assured R. Šimašius.

According to the mayor, the bans on events and meetings that the government plans to introduce as of Friday “are inevitable in the current situation”, and the division of municipalities into green, yellow and red is “logical and a bit late.”

He wonders why in some other municipalities, where the incidence is higher than in Vilnius, Kaunas and Klaipeda, the quarantine has not yet been announced.

R.Šimašius also assured that the government gave municipalities more freedom to decide on the restrictions last Monday. According to him, the Municipality of Vilnius had already met with representatives of business and non-formal education and had prepared and started to implement stricter requirements, but “two days later the government changed its mind and deprived the municipalities of that right and decided to decide everything.

“That government decision, as we can see, took a week, if it is decided today, in this case, we have to follow those instructions,” said the mayor.

Klaipda Mayor Vytautas Grubliauskas told LRT radio that Klaipėda had introduced “practically all the restrictions that are in effect now” on Monday, and the biggest problem is that not all residents are aware of and follow the prohibitions and recommendations.

“Those bans can be as many as you want, but if everyone isn’t aware, they probably won’t have much of an effect. It seems like you’ve lost control of tracking all contacts, outbreaks. I think now that quarantine compliance isn’t so much a obligation from above, but how conscious each citizen’s perception is, this is where control probably begins, ”said the head of the Klaipėda municipality.

He was also surprised that the restrictions change two or three times a week, and some of the nuances are difficult to understand not only for people but also for professionals. According to the mayor, the spread of the coronavirus was most affected by the untimely flow of spectators at sports and other events.

Since the government introduced quarantine in Vilnius, Kaunas, Klaipėda and five other municipalities as of Wednesday, this regime is already in place in a third of the country’s municipalities. The masks must be used in all public places and it is forbidden to group more than 5 people.
