As R. Šimašius announced on Facebook on Friday morning, it is necessary to plan at least three moves in advance, therefore now is the time to have a strategy to get out of the pandemic: Vilnius offers an immunity passport.

“We cannot rely on two extremes: everything is limited or everything is allowed. It is time to use the fuses created by tests and vaccines, which is why we offer to open some services to people with COVID-19 immunity,” the Mayor wrote. from Vilnius.

According to R.Šimašius, such an immunity passport would be valid for three groups of people:

⭕ vaccinated against COVID-19;

⭕ those who are sick and have immunity (there are about half a million people who belong to these groups in Lithuania alone);

⭕ for those who are not older than 48 or 72 hours. proof.

R.Šimašius explains how this would work in practice.

“You do a quick test in 15 minutes. the answer appears in the esveikata.lt system and is valid for the established time. From there, in the form of a QR code, even in the Crown Stop app. After showing it, let’s say, at the theater entrance, you walk in. You can also meet with your parents. You can also work providing services that are currently not allowed or use those services, ”he wrote on Facebook.

In response to the benefits, R.Šimašius noted:

⭕ We would stop the spread of the virus; many more people would like to get tested regularly.

⭕ It would help open businesses: the state would save money on grants.

⭕ Help society regain seriously damaged emotional health.

“I have presented a proposal of this type to the Government, which has the support of the Ministers of Justice and the Economy and Innovation. Let’s discuss, rectify corners and implement. It is time to start returning to a normal life, “said the mayor of Vilnius.

R.Šimašius also presented slides on Facebook, in which the idea of the Immunity Passport is presented in more detail.

Could start in may

At the press conference, R. Šimašius explained that Vilnius with the idea of an Immunity Passport is ready to move faster, because the objectives of the European Union to introduce a similar system to travel between the states of the Community from June are certainly too ambitious.

“I think that in Lithuania we can really do these things earlier. And by applying various smart measures in Vilnius, we can also have such things, at least in May, if there is a general consensus of the institutions. In this case, it is natural that both the Ministry of Health as the Registration Centers are running smoothly. I am glad that, in what I am talking to the Government, I have support. In some places, I may not be completely determined if you should move in this way. I really believe that This way, especially, by increasing the scope of the tests, the movement would be very good, ”said the mayor of Vilnius.

By applying various smart measures in Vilnius, we can also have such things, at least in May, if there is a general consensus of the institutions.

Prime Minister Ingrida Šimonytė and some other politicians emphasize the aspect of social justice when talking about the Immunity Passport. It is not appropriate to talk about this until we have the opportunity to offer vaccines to everyone.

R. Šimašius reiterated that the immunity passport can be associated not only with vaccines. A person does not necessarily have to be vaccinated, they could also have antibodies and have been tested for COVID-19.

“Of course, there is a certain risk factor all the time, but there is a risk factor all the time. But at least for a few days that could be valid. Which, by the way, and ours is assessed by returning students to school because it is assessed every week. And, as we can see, if there are cases, it does not become a seedbed and it does not spread, “he said.

At the same time, R. Šimašius emphasized that he did not see any problems with data protection, even when installing the Korona Stop application.

When asked if the immunity passport could be valid only in Vilnius, R. Šimašius said that he believed that such a system could work across the country. However, he said, the capital is perhaps more prepared to carry out pilot projects.
