We are ready for change, according to a statement released this Friday by the Government Communication Department.
The Prisons Department knows the images about the use of psychotropic substances in the open colony of the Pravieniškės Correctional Center and the whole situation. This morning, the leader of the KD, Virginijus Kulikauskas, discussed it with the Minister of Justice, Evelina Dobrovolska.
The Minister and the Director of the Department agreed that, in principle, it was necessary to address the problem of drug use in the open colony.
Most of the prisoners in the open colony are addicted to alcohol or other psychoactive substances.
“The problems in prisons, which are occasionally highlighted in public, are not new. Today there will be no quick and cardinal solutions, and it would be naive to expect that we need to identify the biggest problems, whatever they may be, dizziness in prisons. , employment or simply a lack of vision. When looking for solutions, we must pay close attention to the psychological and mental health of both convicts who behave incorrectly and officials who deal with it on a daily basis. I only see one path: maximum openness and constant change based on a clear strategy ”, says the Minister of Justice about the situation.
V. Kulikauskas, Director of the Department of Prisons, agrees that changes in the prison system are necessary and we are prepared for them.
“The situation of our institutions requires systematic and complex solutions. I’m not just talking about catching and preventing such cases. It is necessary to change the very concept of the penitentiary model and that work is already underway.
We will present to the public the vision of a new model focused on effective re-socialization.
In the near future, we will present to the public a vision of a new model focused on effective re-socialization. I am glad to have the support of the leadership of the Ministry of Justice and we see the situation equally ”, quotes the director of the department in the KD report.
Currently, the Pravieniškės Open Colony and the entire prison system are facing significant challenges due to the modification of the legal regulation in July 2020. Convicts who comply with article 90 of the Penal Enforcement Code. provisions are automatically directed to the open colony, the level of risk of their criminal behavior is not assessed. This includes people with and in force disciplinary sanctions, prone to harsh behaviors, endangering not only the workers of the open colony, but also society.
It is naive to expect addicts to be cured within 4-5 months of serving time.
Most of them are addicted to alcohol or other psychoactive substances. The facility offers programs for rehabilitation, alcoholics anonymous, and drug addicts, and some are treated with methadone. However, most people come to an open colony to receive short sentences (4 or 5 months). It is naive to expect these people to heal in such a short time.
The administration of the institution constantly implements various preventive measures, but they are only short-term, it is necessary to seek systematic solutions to solve this situation.
