The professor gave the example of Belgium, which announced the introduction of a 6-week quarantine until December 13. Drawing on the experience of Ireland and Israel, V. Kasiulevičius recommends such an action plan to the Government this autumn.

Thirty day plan “ABCDE” for the Government of Saulius Skvernelis free.

A. Quarantine for 3-6 weeks based on the example of Ireland and Israel.

1. Weddings and funerals. Groups of no more than 10 people with close relatives.

2. The Church. No more than 10 people in worship. Communion only in the hands.

3. Catering establishments. Take out food only.

4. Stores. Grocery stores operate in the normal mode, the list of other necessities stores is approved by a separate government resolution.

5. Sports clubs. Only individual training on the field with a person and a coach.

6. Urban transport. No more than 10 people on the bus, which guarantees a distance of at least 2 meters between passengers.

7. Schools and kindergartens. There are kindergartens and primary classes. Safe ways for older students to learn should be discussed in government with teachers. Contact lessons are limited to at least 50 percent.

8. Higher education institutions are moving towards distance education.

9. The provision of health services will be guaranteed, maintaining the volume of services provided for in the public and private sectors. The volume of scheduled services may be reduced depending on the need for COVID-19 hospital services.

10. Controls at the country’s borders and airports are being strengthened.

B. Testing. For COVID -19 high-risk and focal contact tests, rapid, high-quality antigen tests are performed with a sensitivity of more than 90 percent and a specificity of at least 99 percent from a blood sample . These tests should be available to primary care physicians and patients. Introduce ELISA COVID-19 antibody tests as early as possible to assess the development of immunity in relapsed individuals. These studies should be widely available to GPs and the public.

C. Vaccines. Our country must create the conditions for safe vaccines to enter Lithuania as soon as possible, which will successfully complete the third phase of clinical trials by the first day of December, and the preliminary results of the trials will be published. It is necessary to enable the vaccination of doctors, policemen, firefighters, teachers and other professional groups that provide the most important services to society, as well as patients from the highest risk groups (chronic diseases) from December. Doctors need to get vaccinated first so they can safely help those who are sick after quarantine and recovery from the virus in January.

RE. All people over the age of 65 should have a pulse oximeter, and GPs should maintain remote but constant contact with these people.

ME. Government-mandated individuals should have the right to control the flow of patients in inpatient facilities across the country so that difficult COVID-19 patients receive timely hospital care.

Even if the results of this plan will only be used by the new emerging government, voters will remember their correct decisions after 4 years.
