The builder identification code will be used to identify people who perform construction work on the construction site in real time. This will be done by the authorities responsible for controlling the identification of the builders.

Builder Identification Code – An identification code assigned to a person who performs construction work on a construction site in the Transparent Person Identification Information System, linked to data stored therein about the code holder’s employer identification of the manufacturer and the owner of the code.

The builder identification code will be provided indefinitely, unless the submitted worker is provided with a temporary builder identification code.

The temporary identification code of the builder will be provided for a maximum of 18 months to persons who carry out construction work on the construction site: outstanding workers.

Who will be given the manufacturer’s identification code?

The builder’s identification code will be assigned to a self-employed person if the activity specified in their activity documents, which provide for the right to carry out the self-employed activity, is related to the performance of construction works; a natural person, if an employment contract is concluded with him to carry out construction work; a posted worker if they have been doing construction work in Lithuania for more than 18 months.

Employer obligations

The contractor who employs the people who carry out the construction works on the construction site, as well as the contractor for whose benefit the posted workers and the self-employed carry out the works.The employer must also ensure that the supervisory authorities can identify the people who work on the site.

In order to identify persons carrying out non-construction-related activities on the construction site, the employer shall choose the identification means of the builder’s identification code according to the approved list and inform the State Labor Inspectorate about the choice, as well as ensuring their identification.

Obligation of the employee

Persons carrying out construction work on the construction site shall have a builder identification code, and persons undertaking non-construction-related activities on the construction site shall by law provide identification and present these documents to the authorities of identity check of constructors. .
