Five-story apartment buildings like the Neris kr. 11th, there is not one in Kaunas. The balconies in this house are only on the second floor. Last month, the residents of this apartment received tax brochures with more than 30 euros more in taxes than usual.

Neris kr. Speaking on behalf of the residents of 11 houses, Danguolė Visockienė conveyed everyone’s surprise when it became clear that they had been allocated the costs for the design of a neighbor’s balcony repair.

“It just came to our attention then. Destroying, not knowing what the apartment is doing, and we will all have to pay for the balcony repairs. I think the condition of the balcony was also taken into account when selling that apartment, which probably resulted in a lower price. You probably bought the cheapest apartment and now you are charging economic expenses to the neighbors of the whole house “, D. Visockienė was surprised.

The woman said that before a new neighbor bought the apartment, a family with children lived here. But the apartment was not theirs. The woman says she does not know exactly, but the apartment may have belonged to the municipality as social housing. After repeated visits by child protection professionals and the police, the family was evicted and the apartment was sold at auction. Therefore, a new resident appeared in the house, with whom the neighbors had not yet become acquainted, but it was built before the fact – they have to pay for the design of the repair of the balcony of their apartment.

“There are many elderly, sick people in our house, for whom 30 euros is a lot of money. Is it possible to collect and unilaterally distribute the costs of work on a balcony to all residents? ”- D. Visockienė raised rhetorical questions.

The woman also emphasized the uniqueness of this type of house: there are no balconies on the ground floors. “I live on the ground floor and I do not have a balcony, but I have to pay for the repair of the neighbor’s balcony,” emphasized D. Visockienė the unpleasant fact.

Residents of the apartment building assured that a large proportion of neighbors had already paid the specified amount for fear that their debt would pass to their bailiffs, and then it would be much more difficult to explain that they simply did not want to pay for the repairs to the neighbor’s balcony.

“Every month we save a few euros for unforeseen jobs, for house management, and now we have to pay more out of our own pocket”, taught D. Visockienė.

The residents assured that they had not received any notification about the planned works, only 30 euros higher bills. There are three staircases with 60 apartments on the five floors. According to D.Visockienė, most of the residents signed a letter to the head of Kauno butų ūkio (KBŪ), who manages the house, opposing the decision to repair the neighbor’s balcony at the expense of the residents of the house .

The KBŪ, which manages 11 houses, opposes the complaints of residents of the Civil Code, according to which the owners of apartments and other premises have the right of common partial ownership of the premises of common use of the house, the main structures of the house, including balconies, mechanical, electrical, sanitary and other equipment. The owners of flats and other premises must pay the costs of maintenance and upkeep of the house in proportion to their part, and pay taxes, fees and other contributions in accordance with the procedure established by law.

The house manager also indicated that the apartment owners were informed about the planned preparation of the balcony reform project and the reconstruction of the balcony on the notice boards of the house on June 17. Following the information report, several inquiries were received and all the information was provided to the residents who requested.

“The balcony of one of the apartments is in a state of emergency, so it is urgently necessary to repair it. A project is mandatory for major repairs, which has been prepared. The fee for the balcony renovation project is calculated for all apartment owners in proportion to the area of ​​the apartment. The owners of apartments and other premises must pay the costs of maintenance and conservation of the house (structure) in proportion to their part, and the balconies are classified as objects of common use ”, argued the representatives of KBŪ for the costs of preparing the repair project. .

The house manager also advised that the fee for the prepared balcony overhaul project will not be recalculated or canceled.

The balcony of one of the apartments is in a state of emergency, so it needs to be repaired urgently.

KBU representatives did not rule out the possibility that monthly fees paid by neighbors for planned and unforeseen works could be used to repair the balcony, since it is in an emergency condition and cannot be used, threatening not only the owner of the apartment. but also the health and lives of others. The funds accumulated by the apartment owners can be used to repair the balcony.

The home manager could not yet say how much residents will be searched by the neighbor’s balcony. “Contractors will be able to estimate the cost of repairs based on the review project. Balcony repair is a specific area, so not all construction companies repair them. At the moment, we cannot name the preliminary price of the repair work, ”explained the representatives of KBŪ.

The home manager ensured that the apartment owners would be informed of the price for the planned balcony repairs by a separate notice on the home’s notice boards.
