However, as of Wednesday, visitors to the cafes will need to register via SMS.
MA Harold, Chairman of the Vilnius Night Alliance, points out that there are people who avoid registration by using other systems, for example by providing false information.
“There are many conscientious people who understand why such a system exists. We developed a version of the system in August and residents have been using it for a couple of months. We have 35 thousand. people who register in our system, but there are other systems.
There is a certain percentage of people who come and don’t want to register. They are in shock and don’t understand why they need to. Therefore, the system we have developed uses the SMS function, where the phone number of a person is actually determined. What we see with other systems: people write false data, instead of the first name, last name, “I will not say”, phone number, “123456”, etc. This doesn’t really guarantee traceability and can be bad, ”he says.

“It just came to our knowledge then. People must understand that the situation here is really serious. That this is a really valuable system if everyone signs up it will be better for everyone. Sometimes a person does not see the common good and does not want to participate. ”Adds MA Harold.
However, he acknowledges that many bars are breaking the rules, so more control is needed: “Unfortunately, most bars break the rules for a long time. Our members try to follow all the rules, we are not afraid of inspections. (…) We asked the Ministry of Health where the controls are, why it does not make any active inspection, it does not walk to see what the situation is there ”.
Not only that, he adds, the biggest fear right now is layoffs.
“Employees are at higher risk, but they run the risk of losing their jobs. When the government does not say anything about severance pay, as it will be in the future, how long the quarantine will last, it is very difficult for employees to plan, it is very difficult for them to businessmen and employers know what to say to employees ”, says the interlocutor.
Delphi Remember that as of Monday, the activities of public catering establishments, restaurants, cafes, bars, nightclubs and other entertainment venues are restricted from 7 to 24 hours throughout Lithuania. The opening hours of casinos, slot machine rooms and other gambling venues, if catering, are also limited.
Cafes, bars, nightclubs, gambling and other entertainment venues will also be required to record the name and phone number of visitors. Registration is not required if the food is delivered to take away or if meals are organized for institutions, companies, organizations that work in shifts.
As SAM already reported, if a person refuses to provide the requested data (name, surname, telephone number), they should not be allowed to enter the cafes. If a person does not leave the cafe, the police must be informed, who may impose fines upon arrival at the place. The penalties remain the same as for non-compliance with other decisions of the Head of Operations: from 500 to 1500 EUR.
