The feasibility study of the Lukiškės prison submitted to the Government by the Ministry of Finance indicates that several options are proposed on what and how to do with the buildings throughout the complex.

The first proposal is to approve the scenario of overcoming the Lukiškės Prison Building Complex, whereby the buildings of the Lukiškės Prison Hospital would be sold at public auction. It is proposed to deliver the prison-hospital buildings to the market.

It is stated that there are no buildings registered in the Cultural Heritage Register on the hospital plot, therefore, only valid regulations apply in the protection area of ​​the old town and Naujamiestis. True, experts recommend adjusting the valuable properties of the building.

The organizers of the feasibility study propose to assign building E for the development of the public part. The cell openings in the cells of this building are said to be larger, making them more suitable for creative and educational activities that need natural light. In addition, this building is closer to residential buildings, on the other side of the fence there is a working kindergarten – the opening of the fence and functional connection is possible.

“Part of the prison church also remains for the needs of society as a gathering place for events and community. It is proposed to create a national group of NGO educational networks in the public part, whose activities would be coordinated by an umbrella organization. In detailing the implementation plan, the need for space may change, ”reads the feasibility study for the Lukiškės prison complex.

It is pointed out that educational, leisure and event spaces, residence studies (temporary accommodation and work studies) and laboratories could arise here.

Expert recommendations

During a transition period, it is recommended to open the complex to the public as soon as possible and to provide its interior and exterior spaces with temporary activities.

State capital investments would reach about 10.9 million. Planned sales revenue would be around 6 million euros. – specified in the documents presented to the Government by the Ministry of Finance.

These proposals will be discussed at a government meeting on Wednesday, June 17.

The prison building complex consists of six buildings, including St. Nicholas Wonder Church, are listed on the Register of Cultural Values.

The complex has been included in the Register of Cultural Heritage since 2002.
