Admittedly, this benefit will require significant effort on the part of merchants. For example, submitting an application to the Tax Inspectorate only electronically, as well as proving in writing that they are victims of COVID-19, as well as agreeing to pay the market rate throughout the year and meet certain conditions.

Vytenis Butkevičius, head of the Lithuanian Association of Traders and Markets, criticized not only the allocated amount, 300 euros, but also the procedure. “Only operators who have submitted forms electronically can request this modest support. After all, we know that there are many older adults among those traffickers who have difficulty doing so. Until now, a written request was enough,” said V. Butkevičius. However, the ITS believes that this will be easy to do.

“We strive to ensure that the process of providing compensation does not complicate market operators who meet the criteria, therefore we have provided the STI with a fully completed application form, which they only need to approve,” says Edita Janušienė, director of the STI.

Even if they are successful in this task, merchants cannot be sure that they already have the support they need.

The STI has announced that at least several institutions will review the applications and review the lists. For example, STI will send requests received to the Lithuanian Trade Support Agency (LBSA) for evaluation.

The ITS explains that the latter must determine if the compensation for the market tax does not exceed the maximum allowed amount of aid established by the regulations of the European Commission. The lists will then go to INVEGA, which will check to see if the potential beneficiary has previously received partial compensation for the property lease.

After passing these filters, the list of merchants will continue to go to the Ministry of Economy and Innovation. “If the latter makes a positive decision on the granting of compensation, the compensation for the merchant will be transferred by the National Center for General Functions,” announces the STI.

According to the head of the association V.Butkevičius, said bureaucracy will discourage market traders from asking for support.

“Is such a complicated scheme really useless, and is it about 300 euros? Also, this support is too late: people needed income during quarantine because trade was prohibited. People ran out of money”, V. Butkevičius I was angry.
