The authorities assured that those who could not be vaccinated after September 13 could obtain a passport of opportunity without being vaccinated. He also explained what documents will be able to accept passport clients’ companies in lieu of opportunities.

You will have to pay for the PCR tests for the passport of opportunity.

Aušra Bilotienė Motiejūnienė, Deputy Minister of Health of the Republic of Lithuania, says that the opportunity passport allows not only to use the long-awaited services, but also to feel safe in that environment for one’s own health and the health of others.

“Distances and flows are changing, we can sit at a table in a cafe with more people, we also have the opportunity to eat popcorn and long drinks at the cinema.

This preparation is not due to the fact that autumn has arrived: the number of cases has increased since July, there is also a delta variety, part of the hospital beds for COVID-19 patients are already occupied. Therefore, we must protect our health system and the people who cannot be vaccinated, ”says A. Bilotienė Motiejūnienė.

The Vice Minister of Health also points out that as of this week it is no longer possible to perform a PCR test at mobile points to obtain a passport of opportunities.

“The antigen test is also not suitable for the passport of opportunity. There has to be a more difficult way to tell if a person is healthy. But we always remind them that vaccines are also available, so let’s be aware, let’s get vaccinated, ”says A. Bilotienė Motiejūnienė.

However, as another specialist explained later, during a periodic medical check-up, when a person performs a work test, a PCR or antigen test at a mobile point will give the person the opportunity to obtain and approve the passport of chance.

How to obtain a passport of physical opportunity?

At that time, Diana Vilytė, Director of Services Management at the Registry Center (RC), reminds residents that electronic banking – the possibility of connecting to the e-government gateway – is already an opportunity to obtain an opportunity passport .

“Currently, RC issues a passport of opportunities in Lithuania. Residents only need to call, register and when arriving at any branch with an identity document, an opportunity passport can be obtained.

In addition, from Monday (August 16 – last aut.), RC will make a unique campaign – in municipalities where there are no RC subdivisions – Alytus, Birštonas, Neringa, Panevėžys, Kaunas, Kazlų Rūda and other places, the opportunity The Passport will be printed at the location designated by that city. But to obtain this information, the municipalities must be asked when and where the RC will arrive.

It’s planned: a deal with Sodra, I can’t say exactly when yet, but there will be an opportunity to print an opportunity passport at the branches.

Negotiations and technical discussions are also taking place with pharmacies. They respond very kindly to the needs of the state and want to join this project to help the state. Detailed discussions are taking place, but it can also be a convenient network to collect a passport of opportunities. We will let you know when it starts.

As for the Olifia network, this is still the beginning of negotiations, but this place is also being considered. So far, there are a number of electronic tools and there are more and more opportunities to withdraw a physical passport. So if there is still 40 percent left. people and without taking advantage of their passport of opportunity, it will be possible to withdraw it at any time ”, explains D. Vilytė.

Director of the Public Procurement Service Diana Vilytė

The RC representative remembers that the opportunity passport is valid for 2 months. since it was downloaded.

“Unless it is a passport obtained after a PCR test, it is valid for 48 hours from the moment the test is performed.

Starting this week, the long-promised tool will also be released for residents who have been ill but not registered by family physicians, for whom only an antibody test shows they have had the illness. It was not possible to get them a passport of opportunity before, because the laboratories did not harmonize the data, but as of this Monday 16, after carrying out the antibody test, the passport of opportunity will also be valid for 60 days ”, says D. Vilytė .

Also take note of the algorithms for setting up the options passport and remember that they are different for each vaccine.

“Algorithms: They have not changed, but they are different. From the calls that RC receives, it can be understood that people still have the expectation that the passport of opportunity only comes into effect immediately after vaccination. But it is different for each vaccine : 14 days after Janssen and 28 days after Astra zeneca, after the first vaccination, after Moderna and Pfizer, 7 days must pass after the second vaccination ”, adds D. Vilytė.

What will those who cannot be vaccinated do?

Ingrida Skridailienė, head of the NVSC’s Public Health Control Division, says that there are several population groups that cannot be vaccinated due to health problems, but assures that it will not hinder the use of services or passports.

“Who can’t? There are scared elderly people, as well as pregnant women. In such cases, the family doctor or gynecologist will provide a special code and the PCR test at the mobile point will be available free of charge,” says I. Skridailienė.

What documents will fit in place of the passport of opportunity?

Vincas Jurgutis, Vice Minister of Economy and Innovation of the Republic of Lithuania, pointed out that the passport of opportunity is only one of the documents suitable for a freer use of ordinary services.

“If we read all the sentences, it says what the requirement is: that the person is sick, vaccinated or has antibodies and has a certificate to that effect. And it doesn’t matter what form it takes, be it an opportunity passport, an EU digital certificate or anything else. We are only emphasizing the passport of opportunity for simplicity, because if everyone goes with different certificates, the company will simply take more time to verify.

(…) I can give an example from my personal life: I met my classmate yesterday. He has returned from Denmark, vaccinated there, but has an EU digital license. He showed it in the restaurant and there were no objections to anyone, ”says V. Jurgutis.

He also added that if the question arises as to whether the document is really that person, companies will be able to request their document.

“It is possible to establish another procedure: verify the identity document every tenth visitor or in some other way. This is not some kind of state intervention in personal life. We are all equally interested in being in a safe environment, and if it arises a malicious criminal who wants to be smarter than others, the responsibility will fall on him, ”says V. Jurgutis.

He added that if there is a situation where many people have the opportunity to forge passports because no one checks them, business activities will also be more closely monitored.

The Deputy Minister also drew attention to the fact that currently 1.4 million people can get an opportunity passport in Lithuania. people, but only more than 800 thousand are eliminated.

“The Registry Center (RC) has issued more than 20 thousand paper, passports of physical opportunity.

It should be remembered that it is possible to make a physical passport and if a person has electronic login data, it is possible to help their relative or acquaintance to obtain them, ”said V. Jurgutis.
