Baltrėnas was born on September 2, 1940 on the Savitiškis estate, Panevėžys district. 1948 May 22 he and his parents were deported to Siberia, Krasnoyarsk Territory, settled in the town of Mina. He studied at the Leningrad Institute of Aquatic Transport, and since 1966. Kaunas Polytechnic Institute, Faculty of Mechanical Engineering, graduated in 1969. and obtained an engineering degree mechanic. 1970-1978 worked at KPI Laboratory of Labor Protection Science senior engineer, researcher.
