K.Garuolienė stated that the situation with two coronaviruses is rapidly deteriorating across Europe, and in Lithuania, the situation is relatively bad.
According to the deputy minister, the number of cases in Vilnius is growing rapidly. 111 new cases were detected during the day, indicating that additional control measures should be taken: mass event insurance, distance education, prohibition of patient and grandparent visits.
“Due to distance education, it should be implemented in those municipalities where the incidence is higher. We don’t really talk about it in all of Lithuania. Same situation with quarantine. We see that control measures must be applied, “said K. Garuolienė.
On Wednesday, the National Public Health Center (NVSC) called on the Vilnius city municipality to temporarily restrict active leisure activities indoors and shorten the working hours of bars.
According to the NVSC, the restriction of activities such as group sports training, dance and singing studies is necessary to address the unfavorable epidemiological situation due to the spread of the coronavirus infection (COVID-19).
Daiva Razvuvienė, representative of the NVSC, emphasizes that other European countries – Germany, Belgium, United Kingdom – are taking the restriction of the activities of bars.
“This should be taken into account by all municipalities. It is not necessary to wait for the morbidity to reach the Raseiniai level,” he said.
Coronavirus Management: Policy Games?
However, why is it proposed to introduce restrictions for Vilnius, despite the fact that the morbidity rate here is slightly higher than the Lithuanian average and reaches 77 cases per 100 thousand. population?
According to this indicator, the situation is worse in the municipalities of Skuodas, Plungė, Druskininkai, Rietavas, Elektrėnai, Švenčionys, Joniškis, the city and district of Šiauliai, Radviliškis, Kelmė and Raseiniai. K. Garuolienė stated that there are better conditions for the spread of the coronavirus in Vilnius, because most of the people live in the capital.
“What makes it necessary to react to Vilnius now is that it will be very difficult to handle the situation later. Perhaps now it is enough to control the activity of bars, sports clubs and dance studios so that hospitals and schools do not have to close later” explained the deputy minister.
According to K. Garuolienė, the example from Germany shows that local application of control measures pays off.
By the way, Povilas Poderskis, director of the Vilnius City Municipal Administration, hints that the coronavirus management measures should not be a tool in the political struggle before the second round of the Seimas elections.

Coincidence or not, but it is in these municipalities where the mayors are conservative, and representatives of conservatives and “peasants” have gone to the second round of the Seimas elections in single-member districts.
The recovery procedure will change
The Deputy Minister of Health, K. Garuolienė, indicated that a person who has passed 10 days from the day of diagnosis and does not present symptoms will be considered a recovered person. The fact of the recovery must be recorded by the doctors.
“It will greatly simplify people’s lives because no further research will be necessary,” he said.
Until now, a healthy person has been considered a person after 37 days of illness or two consecutive negative tests.
