“People who are self-employed or have a business license will be able to apply for the subsidy as of Monday, March 29,” said the Minister of Economy and Innovation Aušrinė Armonaitė and assured that the State Tax Inspection (STI) is ready for it.

The Ministry of Economy and Innovation explains that currently, a series of restricted and indirectly restricted economic activities are carried out by natural persons who have registered an individual activity on the basis of a certificate or obtained a business license. These people were unable to carry out economic activities after the quarantine was announced.

The new support aims to help the self-employed to cope with the negative effects of the COVID-19 pandemic and to maintain the liquidity of their activities.

“This is a unique benefit, in addition to the monthly payment that people already receive from the Employment Service through the Ministry of Social Affairs. It is equal to the GPM paid in 2019, but there is a “floor” – not less than 100 euros and a “ceiling” – not more than 18 MMA, which is 11 thousand. He ensured that support is available to anyone who is on the restricted activities list and whose main activity is self-employment under an individual activity or a business license.

The grant for an applicant performing an individual activity under the certificate would amount to 100%. for 2019 the amount of GPM calculated from the taxable income of the individual activity, but not less than 100 EUR and not more than 18 monthly minimum wages in 2020. (10 926 euros).

If a person started an individual activity in 2020 and it is carried out for at least 90 calendar days continuously or intermittently, the grant will amount to 100 EUR.

Vice Minister Vincas Jurgutis explained that those who earned a lot last year (more than 3 MMA per month or 36 MMA per year), as well as those who receive a lot of income from other activities, such as salary, will not be eligible.

If the self-employed person is self-employed on the basis of a certificate and business license or has changed from self-employment, a grant is calculated, calculated on the 2019 total. Estimated GPM amounts (the sum of the estimated GPM over individual operating income and fixed rate income tax paid on purchased business certificates).

The estimated amount for the implementation of this measure is 20 million. EUR. The State Tax Inspectorate will compile a list of people potentially eligible for funding. They will have to submit applications, which will be evaluated by the Lithuanian Business Support Agency.
